It concurrently operates under the nameplate of the Office of Beijing Greening Commission and shares offices with the commission, an arrangement that consolidates landscaping administration, industry regulation, ancient and notable tree protection, voluntary tree planting coordination, and greening liaison with central state organs, the People’s Liberation Army, the People’s Armed Police, and international friends in Beijing. The bureau’s internal divisions are organized along business lines covering planning and development, ecological protection and restoration, urban greening, forest resource management, wildlife and wetland conservation, natural protected area management, park administration, state-owned forest farms and seedling management, pest control and quarantine, administrative licensing, industrial development, science and technology, emergency response, and forest fire prevention. The headquarters is located in the administrative office area of Beijing Municipal Administrative Center (Tongzhou) and handles all municipal-level administrative licensing and law enforcement matters for landscaping across the city.
Functional Scope and Nine Pillars of Capital Greening
The bureau’s mandate covers six major areas: urban landscaping planning and construction, forestry ecological protection and restoration, natural protected areas and biodiversity, park industry administration, landscaping industry promotion, and landscaping science and carbon sequestration. Under the Capital Greening pillar, the bureau coordinates nine thematic areas: voluntary tree planting, Beijing Municipal Administrative Center development, Beijing-Tianjin-Hebei coordinated ecological development, healthy greenways, wetland conservation, landscaping science and technology, forestry and grassland pest control and quarantine, natural protected area and biodiversity conservation, and standardization. Park industry administration is the most citizen-facing function. The official source site classifies parks into seven categories by character: comprehensive parks, community parks, historic parks, specialized parks, small parks, ecological parks, and natural (or natural-like) parks, and into five levels by grade, supplemented by national-level and municipal-level natural (or natural-like) parks. Seasonal themes include spring flower viewing, summer retreat, summer-autumn lotus viewing, and autumn foliage viewing, complemented by annual signature events such as the Rose Culture Festival, ancient tree tours, and the citywide Children’s Day park cultural program. Day-to-day management of municipal parks is carried out by the deputy-bureau-level subordinate Beijing Municipal Park Administration Center.
Subordinate Public Institutions
The bureau oversees six core public-interest institutions: Beijing Municipal Park Administration Center (deputy-bureau-level, responsible for municipal parks and park industry technical and auxiliary work); Beijing Forestry Work Station (also Beijing Forestry Technology Extension Station, handling ecological restoration projects and forestry technology extension); Beijing Municipal Forestry and Parks Resource Protection Center (also Beijing Municipal Forestry and Parks Bureau Administrative Approval Service Center, covering pest control and quarantine, ancient tree protection, seedling services, soil pollution control, and licensing support); Beijing Municipal Forestry and Parks Big Data Center (responsible for the landscaping sensing system and industry reservation platform); Beijing Municipal Forestry and Parks Publicity Center (responsible for landscaping publicity, news reporting, and correspondent training); and Beijing Municipal Forestry and Parks Bureau General Affairs Center (responsible for logistics, cadre training, retired cadre service, hotline handling, and professional title evaluation support).
