中国植物保护学会(China Society of Plant Protection, CSPP)成立于 1962 年,是由全国植物保护领域的科技工作者和相关单位自愿结成的全国性、学术性、非营利性社会组织,接受中国科学技术协会业务主管和民政部社团登记管理,办事机构支撑单位为中国农业科学院植物保护研究所。学会下设 20 个分支机构,拥有个人会员两万余名、单位会员 162 个,与全国 31 个省级植物保护学会建立密切的业务联系与指导关系。
历史沿革与组织体系
学会自 1962 年成立以来先后产生十三届理事会,办事机构设在中国农业科学院植物保护研究所院内。2019 年学会在中国科协系统较早构建完成由学会理事会、办事机构、分支机构组成的党建工作三层组织体系,高质量完成党的组织和党的工作“两个全覆盖”目标。学会党委与理事会同步换届,设党委书记 1 名、党委副书记 2 名、党委纪检委员 1 名,以党委政治核心作用统领学会学术交流与科学普及工作。
分支机构与省级学会网络
学会现设有 20 个分支机构,涵盖农药学、植物检疫、植物病害、植物虫害、生物防治等多个植保细分领域。学会与全国 31 个省(市、区)植物保护学会建立密切业务联系,定期举办全国性学术年会、专题学术研讨会和国际及海峡两岸学术交流活动,逐步形成以学术年会为龙头、专题研讨会为基础、国际交流为补充的学术交流体系。
学术期刊与决策咨询
学会主办《植物保护学报》(双月刊)与《植物保护》(双月刊)两本核心学术期刊,协办《中国生物防治学报》《植物检疫》《生物安全学报》。《植物保护学报》入选中国科技期刊卓越行动计划梯队期刊。自 1962 年学会成立大会上 66 名专家联名提出“关于当前农作物病虫害防治工作的紧急建议”开创科技团体建言献策先河以来,学会于 1993 年至 2017 年连续完成 25 期“病虫害防治绿皮书”(2005 年更名为“预防与控制生物灾害咨询报告”),通过中国科协报送国务院并多次获中央领导重要批示,《预防与控制生物灾害咨询报告(2010)》获 2011 年度中国科协优秀调研报告特等奖。
科技奖励与科学普及
2007 年经国家科学技术奖励工作办公室批准,学会设立“中国植物保护学会科学技术奖”,这是面向全国植保领域的唯一社会力量设奖,下设科学研究类、技术推广类、科普类三大类,每两年评选一次。学会另设学术技术成就类、服务贡献类、科学普及类三大类 8 个奖项,全面覆盖植保科技工作者激励。学会运营微信公众号“zgzbxh1962”作为科普核心渠道,关注人数逾两万人,积极承接政府转移职能和科技扶贫人才举荐工作。
The China Society of Plant Protection (CSPP), founded in 1962, is a national, academic, non-profit social organization voluntarily formed by scientific and technical workers and related institutions in the field of plant protection across China. CSPP operates under the business supervision of the China Association for Science and Technology (CAST) and the registration oversight of the Ministry of Civil Affairs, with the Institute of Plant Protection of the Chinese Academy of Agricultural Sciences (IPP-CAAS) serving as its host institution. The Society maintains 20 specialized branches, over 20,000 individual members, 162 institutional members, and close working relationships with 31 provincial plant protection societies nationwide.
History and Organizational Structure
Since its founding in 1962, CSPP has produced thirteen successive terms of council leadership, with the Secretariat operating from the IPP-CAAS campus. In 2019, CSPP was among the earliest organizations within the CAST system to complete a three-tier Party-building organizational framework spanning the Council, administrative bodies, and branches, achieving full coverage of Party organizations and Party work. The Party Committee is re-elected in sync with each Council term and comprises a Secretary, two Deputy Secretaries, and a Discipline Inspection Commissioner, providing unified political leadership over academic exchange and science popularization.
Branches and Provincial Society Network
CSPP currently maintains 20 specialized branches covering the major sub-disciplines of plant protection, including pesticide science, plant quarantine, plant pathology, entomology, and biological control. Together with the 31 provincial and municipal plant protection societies, these branches form the operational backbone of the Society. CSPP hosts an annual national academic conference as its flagship event, complemented by specialized symposia and international and cross-Strait academic exchanges, creating a multi-tiered academic exchange system that responds to hot topics in plant protection and strategic agricultural development needs.
Academic Journals and Policy Advisory Work
CSPP publishes two flagship bimonthly academic journals, Acta Phytophylacica Sinica and Plant Protection, and co-publishes the Chinese Journal of Biological Control, Plant Quarantine, and Journal of Biosafety. Acta Phytophylacica Sinica has been selected for the Excellence Action Plan for Chinese Science and Technology Journals. The Society’s tradition of policy advisory work dates back to its founding congress, when 66 experts jointly submitted an urgent proposal on crop pest control. From 1993 to 2017, CSPP produced 25 consecutive issues of the Green Book on Pest Control (renamed the Consultative Report on Prevention and Control of Biological Disasters in 2005), submitted to the State Council through CAST and receiving important instructions from central leadership on multiple occasions.
Scientific Awards and Public Outreach
In 2007, with approval from the National Office of Science and Technology Awards, CSPP established the Science and Technology Award of CSPP, the only social-force-set award in the national plant protection field. The Award comprises three categories (scientific research, technology extension, and science popularization) and is evaluated biennially. CSPP also maintains an additional three-category, eight-award system covering academic achievement, service contribution, and science popularization.
