IAPPS 章程与组织架构
IAPPS 章程由 14 条核心条款构成, 完整规定了名称、宗旨、会员、治理、区域组织与财务等事项。治理层面由三级机构组成: 四年一次的全体会员大会 (General Assembly) 负责讨论政策与审批章程修订, 治理委员会 (Governing Board) 决定会员准入标准、奖项提名及预算监督, 执行委员会 (Executive Committee) 则由主席、秘书长、财务长、前任主席、副主席与全球作物保护联合会代表组成, 在两次大会之间主持日常事务。任期方面, 治理委员会成员的连续任期通常不超过三届四年。
区域网络与国际植物保护大会
协会将全球划分为 15 个地理区域, 包括西欧、东欧、北非、西非中非、东非、南非、西亚、南亚、中亚、东北亚、东南亚、大洋洲、北美、中美与加勒比、南美。每个区域设立区域网络中心 (Regional Network Center, RNC), 由附属或团体会员承办, 由区域协调员负责, 并作为治理委员会的当然成员参与决策。国际植物保护大会 (International Plant Protection Congress, IPPC) 是协会旗舰活动, 始于 1946 年比利时鲁汶, 每四年举办一次, 1979 年华盛顿大会起转为多学科综合, 至今已逾半世纪为全球植保学者提供高水平交流平台。
会员类别与学术合作
IAPPS 设置三类正式会员: 个人会员面向研究者、推广专家、咨询师、种植户等任何对植保感兴趣的个人; 附属会员接纳各国、各区域及国际植保学会、协会、联合会或大会; 团体会员则面向国际农业研究中心、政府与非政府组织及私营企业等机构。机构会员可提名其员工、合作伙伴成为个人会员, 并在 IAPPS 网站获得显著链接。学术合作方面, 协会与 Elsevier 期刊《Crop Protection》建立赞助关系, 通过国际研讨会与全球植物保护新闻发布最新科研与产业动态, 并通过国际植物保护科学杰出奖 (IPPAD) 表彰在国际植保领域作出突出贡献的个人或团队。
The International Association for the Plant Protection Sciences (IAPPS) was formally established during the 1999 International Plant Protection Congress held in Israel, with its registered site at the professional address of the current Secretary General. IAPPS adheres to the International Union of the Biological Sciences, and operates as a global non-governmental organization dedicated to promoting an integrated approach to plant protection research and its practical application worldwide, in service of a growing world population and global food security.
Mission and Positioning of IAPPS
The Association’s vision is the production of healthy crops economically and in a healthy environment for the benefit of all. Its principal goal is to stimulate the development and exchange of plant protection information among researchers, extension specialists, industrial scientists, growers, policy makers, administrators, crop protection consultants, and environmental and other interested groups. Its mission is to provide a global forum for identifying, evaluating, integrating, and promoting plant protection concepts, technologies, and policies that are economically, environmentally, and socially acceptable, with a focus on pest population dynamics, natural control mechanisms, on-farm best management practices, and coordinated regulatory and training environments.
IAPPS Statutes and Organizational Structure
The IAPPS Statutes comprise 14 core articles covering name, registered site, aims, membership categories, administration, regional structure, and finances. Governance is organized in three tiers. The General Assembly convenes every four years in conjunction with the International Plant Protection Congress, providing a forum for policy discussion, statutory amendments, and the installation of new officers. The Governing Board determines membership admission criteria and fees, solicits and selects award recipients, and may establish standing committees, commissions, or working groups. The Executive Committee consists of the President, Secretary General, Treasurer, Past President, Vice-President, and a representative of the Global Crop Protection Federation, conducting affairs between General Assembly meetings. Consecutive service on the Governing Board is normally limited to three four-year terms.
Regional Networks and the International Plant Protection Congress
The Association is divided into 15 geographic regions covering Western and Eastern Europe, North, West-Central, East, and Southern Africa, West, South, and Central Asia, Northeast and Southeast Asia, Oceania, North America, Central America and the Caribbean, and South America. Each region hosts a Regional Network Center (RNC) managed by a Regional Coordinator under the policy guidance of a Regional IAPPS Council and the Governing Board, with the hosting entity being an affiliate or associate member. The International Plant Protection Congress (IPPC) is the Association’s flagship activity, with the first congress held in 1946 in Louvain, Belgium. The 1979 Washington congress was the first to be organized by a multidisciplinary group of plant pathologists, entomologists, weed scientists, nematologists, and chemists, and since then the IPPCs have served as a multidisciplinary forum for over fifty years.
Membership Categories and Academic Cooperation
IAPPS offers three membership categories. Individual Membership is open to any person engaged or interested in any aspect of the plant protection sciences, including researchers, extension specialists, industrial scientists, private consultants, producers, and farmers. Affiliate Membership is open to any plant protection society, association, federation, or congress at the international, regional, or national level. Institutional Membership is open to plant protection research, extension, or educational institutions, including International Agriculture Research Centres, governmental and non-governmental organizations, and private sector corporations. Institutional members may annually name staff and partners as IAPPS Individual Members and receive a prominent website link. Academic collaboration is supported through a sponsorship relationship with the Elsevier journal Crop Protection, the International Plant Protection Awards of Distinction (IPPAD) presented at each IPPC, and ongoing international symposia and global plant protection news dissemination.
