
中国农药信息网(China Pesticide Information Network,简称 ICAMA)由农业农村部农药检定所主办,是该所对外信息发布与公共服务的核心门户,承载全国农药登记数据、农药管理政策与行业动态的统一公示功能。
历史沿革与组织定位
农业农村部农药检定所始建于 1963 年,是农业农村部直属正局级事业单位,1978 年经国务院批准恢复建所,2006 年经中央编办批准加挂国际食品法典农药残留委员会(CCPR)秘书处牌子。农药检定所依据《农药管理条例》和农业农村部授权,承担全国农药登记、农药登记试验单位认定和农药使用风险监测等具体工作,并落实国家农药残留标准审评委员会、全国农药登记评审委员会和 CCPR 秘书处等日常事务。

农药检定所内设 15 个处室,编制 88 人,硕士以上学历人员占比超过 78%,高级职称以上占比 65.1%。所内建有国家农药质量检验检测中心(北京),是国家农药质量与残留的仲裁实验室,实验室面积 4000 余平方米,配有气相色谱仪、液相色谱仪、气质联用仪、液质联用仪等检测仪器 100 多台套,已健全产品化学、毒理、残留、环境、药效五个专业评审方向,并建立登记试验单位管理体系与良好实验室规范(GLP)支撑体系。

中国农药信息网设置药检系统、新闻动态、信息公开、服务大厅、专题栏目、数据中心、数字平台、《农药科学与管理》八大板块,公示《农药管理条例》《农药登记管理办法》《农药生产许可管理办法》《农药经营许可管理办法》等法规标准,及时发布农药登记延续提示、拟批准登记产品公示、农药登记试验单位信息变更公告等动态;数据中心提供农药登记、试验单位、生产许可、核准标签、有效成分查作物等公开查询服务,数字平台支撑农药登记全程电子化办理。
国际合作与行业影响
农药检定所与 FAO 等国际组织合作培训发展中国家农药管理官员和专家,承担国际食品法典农药残留委员会(CCPR)秘书处工作,并服务中国农药国际贸易,与几十个国家和地区农药管理部门开展合作,推动中国农药出口到 180 多个国家和地区,出口量占世界农药贸易总量的 60% 以上,ICAMA 已成为国际农药领域一张响亮的名片。
China Pesticide Information Network (ICAMA) is the official portal of the Institute for the Control of Agrochemicals under the Ministry of Agriculture and Rural Affairs, serving as the unified public-service window for national pesticide registration data, regulatory policy, and industry updates.
History and Organizational Affiliation
The Institute for the Control of Agrochemicals was founded in 1963 as a ministerial-level public institution directly under the Ministry of Agriculture and Rural Affairs. It was re-established in 1978 and, in 2006, was authorized to host the Secretariat of the Codex Committee on Pesticide Residues (CCPR). Under the Regulations on Pesticide Administration and the Ministry’s mandate, the Institute handles nationwide pesticide registration, accreditation of registration test units, and pesticide use risk monitoring, and operates the daily affairs of the CCPR Secretariat, the National Pesticide Residue Standard Review Committee, and the National Pesticide Registration Review Committee.
Core Mandate and Technical Capacity
The Institute operates 15 internal divisions with a sanctioned headcount of 88, of whom over 78% hold master’s degrees or above and 65.1% hold senior professional titles. It hosts the National Center for the Pesticide Quality Inspection and Testing (Beijing), the nation’s reference laboratory for pesticide quality and residue arbitration, covering more than 4,000 square meters and equipped with over 100 instruments including GC, HPLC, GC-MS and LC-MS systems. The Institute has built five specialized review tracks in product chemistry, toxicology, residues, environment and efficacy, together with a registration test-unit management system and a Good Laboratory Practice (GLP) framework.
Information Disclosure and Data Services
The portal organizes its public services into eight sections: the Institute system, news, information disclosure, service hall, topic columns, data center, digital platform, and the journal Pesticide Science and Administration. It publishes the Regulations on Pesticide Administration, the Measures for the Administration of Pesticide Registration, and related production and business licensing rules, and issues registration renewal notices, product approval announcements, and test-unit status updates. The data center offers public lookup services for pesticide registration records, accredited test units, production licenses, approved labels, and active-ingredient-to-crop mappings, while the digital platform supports end-to-end electronic processing of registration applications.
International Cooperation and Industry Impact
In cooperation with FAO and other international bodies, the Institute trains pesticide management officials and experts from developing countries and operates the CCPR Secretariat. It supports China’s pesticide trade by working with pesticide authorities in dozens of countries and regions, helping Chinese pesticides reach more than 180 countries and regions and accounting for over 60% of global pesticide trade volume. ICAMA has become a recognized name in the international pesticide field.
