
中国花卉协会 – 行业自律与服务组织
协会概况
中国花卉协会于1984年11月1日成立,是在民政部登记成立的全国综合性的花卉园艺行业社会组织,业务主管部门是国家林业和草原局。协会以服务国家、服务社会、服务行业、服务会员为宗旨,致力于让花卉走进千家万户、走入城乡美化、走向国际市场,以满足人民美好幸福生活的需要、建设生态文明和美丽中国为目标。
组织架构
协会实行理事会制度,下设17个分支机构,办事机构为秘书处,设在北京,日常工作由秘书长负责。秘书处下设办公室、展览部、联络部和信息部4个部门。全国各省、自治区、直辖市的花卉协会,为协会常务理事单位。协会下设杜鹃花、月季、兰花、茶花、蕨类植物、梅花蜡梅、牡丹芍药、荷花、桂花、花文化、零售业、盆栽植物、绿化观赏苗木、盆景、市场流通、花卉景观16个分会。
主要职责
协会主要负责组织制定并推动实施全国花卉业发展规划、指导意见;负责组织申办和筹办世界园艺博览会,组织参展境外举办的世界园艺博览会;举办全国性花卉行业会议、专项展会;组织开展全国花卉标准化工作;组织编写花卉行业发展报告;开展花卉行业培训、促进国际花卉交流等;宣传花卉行业重大决策、重要政策和行业动态等。
品牌展会
协会主办中国花卉博览会(国内规模最大、档次最高、影响最广的国家级花事盛会,被称为中国花卉界的”奥林匹克”)、中国国际花卉园艺展览会(每年在北京、上海两地轮流举办)、”中国杯”插花花艺大赛等国际性和全国性综合展会,以及中国花卉产业论坛、全国荷花展览会、中国杜鹃花展览会、中国兰花博览会、中国茶花博览会、中国梅花蜡梅展览会、中国月季展览会等专业展会。
行业指导与出版
协会承担全国花卉标准化技术委员会秘书处工作,负责花卉标准管理。组织编写发布《中国花卉产业发展报告》《全国花卉产销形势分析报告》。主办《中国花卉园艺》杂志、中国花卉协会网站和中国花卉协会微信公众号,发布花卉行业重大决策部署和重要政策文件,宣传行业动态。
国际交流
协会是国际园艺生产者协会(AIPH)、亚洲花店业协会(AFA)、国际茶花协会(ICS)、世界月季联合会(WRF)等国际组织会员。中国花卉协会于1994年加入AIPH,目前副秘书长彭红明担任AIPH副主席,联络部主任孔海燕担任AIPH理事和第7分区代表。

Association Overview
The China Flower Association (CFA) was established on November 1, 1984. Registered with the Ministry of Civil Affairs, it is a national comprehensive flower and horticulture industry social organization, with the State Forestry and Grassland Administration as its competent business authority. The association serves the nation, society, industry, and its members, dedicated to bringing flowers into every household, urban and rural beautification, and the international market, with the goal of meeting people’s needs for a beautiful and happy life and building an ecological civilization and beautiful China.
Organizational Structure
The association operates under a council system with 17 branch organizations. The secretariat, based in Beijing, handles daily operations under the Secretary-General’s leadership. The secretariat comprises four departments: Office, Exhibition, Liaison, and Information. Provincial and municipal flower associations across China serve as standing council members. The association has 16 sub-committees covering azaleas, roses, orchids, camellias, ferns, plum and wintersweet, peony, lotus, osmanthus, flower culture, retail, potted plants, ornamental seedlings, bonsai, market circulation, and flower landscapes.
Main Responsibilities
The association is responsible for organizing and promoting the implementation of the national flower industry development plans and guidance; applying for and organizing World Horticultural Expos, and organizing participation in international horticultural expos; hosting national flower industry conferences and specialized exhibitions; organizing national flower standardization work; compiling flower industry development reports; conducting flower industry training and promoting international exchange; and publicizing major industry decisions, policies, and developments.
Brand Exhibitions
The association organizes the China Flower Expo (the largest, highest-level, and most influential national flower event in China, known as China’s flower “Olympics”), the China International Flower & Horticulture Exhibition (held alternately in Beijing and Shanghai annually), the “China Cup” Floral Art Competition, and other national and international comprehensive exhibitions, as well as professional exhibitions such as the China Flower Industry Forum, National Lotus Exhibition, National Azalea Exhibition, National Orchid Exhibition, National Camellia Expo, National Plum and Wintersweet Exhibition, and National Rose Exhibition.
Industry Guidance and Publications
The association undertakes the secretariat work of the National Technical Committee for Flower Standardization, responsible for flower standard management. It organizes the compilation and publication of the China Flower Industry Development Report and the National Flower Production and Marketing Situation Analysis Report. It publishes China Flower & Horticulture magazine, the China Flower Association website, and the China Flower Association WeChat public account.
International Exchange
The association is a member of international organizations including the International Association of Horticultural Producers (AIPH), the Asia Florists’ Association (AFA), the International Camellia Society (ICS), and the World Rose Federation (WRF). The China Flower Association joined AIPH in 1994. Currently, Deputy Secretary-General Peng Hongming serves as AIPH Vice President, and Liaison Department Director Kong Haiyan serves as AIPH Council Member and Zone 7 Representative.
