协会概况与历史沿革
一般财团法人大阪府公园协会(Ippan Zaidan Hojin Osaka-fu Koen Kyokai)成立于 1958 年 3 月 26 日,前身是财团法人大阪府公园协会,主要承担大阪府立公园的指定管理与运营维护业务。2012 年 4 月,日本推行”公益法人制度改革”,协会依据《一般社团法人及一般财团法人法》完成转型,从政府主导的财团法人转为更具经营自主性的一般财团法人,业务范围从单一的公园服务设施运营,扩展为以”人、物、事的连接”为核心的户外空间综合服务。当前理事长为増山和弘,事务局设于大阪市中央区南船场,采用与大阪市中心商业区主要地铁站(长堀桥、心斎桥)步行可达的办公地点,持续负责 14 座公园的指定管理与社区合作推进工作。
业务范围与管理公园
协会的业务分为公园管理事业和公益事业两大板块。公园管理事业涵盖大阪府立公园的运营、维持管理、利用者服务、自主办活动等;公益事业则包括社区营造与地域活性化、身心健康的户外活动推广、”そと(户外)”的舒适利用促进以及对外信息发布四个方向。截至 2025 年 4 月,协会在大阪府内管理的府立公园共 8 座(寝屋川、山田池、枚岡、锦织、大泉緑地、浜寺、りんくう、せんなん里海),加上大阪府内枚方市的 5 座都市公园(王仁、香里丘中央、中の池、東部、镜伝池緑地)以及奈良县立大渕池公园(2025 年 4 月起 5 年期指定管理),合计 14 处公园的指定管理。其中浜寺公园的指定管理期限为 2023 年 4 月 1 日至 2043 年 3 月 31 日,共 20 年,是协会迄今受托期限最长的项目。
协会理念与组织能力
协会在 2018 年前后确立”我们的 3 个创造”理念:创造人们舒适聚集的”そと(户外)”、创造吸引人聚集的”しかけ(场景装置)”、创造人与物事的”つながり(连接)”。日常工作的”心構え(行为准则)”包括开放心、款待心、挑战精神、沟通与协作、专业主义 5 项。组织能力方面,截至 2026 年 4 月,协会拥有公园管理运营士 17 名、造园施工管理技士(1 级、2 级)25 名、土木施工管理技士(1 级、2 级)3 名、技术士 3 名、防火管理者(甲种)19 名,主要承担大阪府内公园设施的策划、维护、运营和应急管理。
环境与可持续发展实践
协会自 2022 年起取得京都环境マネジメントシステムスタンダード(KES:Kyoto Environmental Management System Standard)认证,这是源自《京都议定书》所在地京都的环境管理体系,以”简约、低成本、易实施”为特点,适用于中小企业和各种组织。2025 年 12 月,协会发表了《デコ活宣言》(脱碳につながる新しい豊かな暮らしを創る国民運動),将剪定枝・伐採木的再利用、垃圾分类、节水节电等日常公园管理中的减碳行动制度化。此外,协会每年举办环境与生物多样性相关的学习班和宣传活动,2024 年度起联合 TEAM EXPO 2025 共创伙伴关系推动都市公园可持续发展方案。
近期动态与合作
2025 年 4 月,浜寺公园开设 20 年期长期指定管理项目,同时启动”浜寺公园户外咖啡”区域,联合山田池公园”户外 BBQ”、大泉緑地”户外 BBQ”等场所,推动府立公园从单一管理走向都市生活方式的活用。2024 年起,协会通过”大阪府立公园介绍宣传视频”、都市公园制度 150 周年纪念活动、与大阪府立公园 150 周年门户网站(住吉公园、浜寺公园)等公开渠道,推进城市绿地的社会可见度。协会事务局自 2020 年 9 月迁入大阪市中央区南船场ユタカビル 7 楼,通过与商业区、企业、市民团体和学校的多种合作,持续探索”そと(户外)”在社会连接中的可能性。
Association Profile and Historical Development
The Osaka Prefectural Park Association (Ippan Zaidan Hojin Osaka-fu Koen Kyokai) was established on March 26, 1958, originally as a foundation (zaidan hojin) under the Government of Osaka Prefecture. In April 2012, following Japan’s reform of the public-interest corporation system, the association was reincorporated as a general incorporated foundation (ippan zaidan hojin) under the Act on General Incorporated Associations and General Incorporated Foundations, gaining greater operational autonomy and broadening its scope from park service facilities to the creation of outdoor spaces that connect people, objects, and ideas. The current president is Kazuhiro Masuyama. The secretariat is located in Minamisemba, Chuo-ku, Osaka City, within walking distance of Nagahoribashi and Shinsaibashi stations.
Service Scope and Managed Parks
The association’s work divides into two main streams: park management (operations, maintenance, user services, and self-initiated programs) and public-interest programs (community development, outdoor well-being initiatives, comfortable use of outdoor spaces, and outreach). As of April 2025, the association manages eight prefectural parks in Osaka (Neyagawa, Yamadaike, Hiraoka, Nishigori, Oizumi Ryokuchi, Hamadera, Rinku, and Sennan Rinkai), five Hirakata municipal parks (Wani, Korigaihoka Chuo, Nakanoike, Tobu, and Kyodenike Ryokuchi), and Nara Prefectural Obuchippo Park, totaling 14 sites under designated administration. Hamadera Park holds the longest designated-management contract, running 20 years from April 1, 2023 to March 31, 2043.
Association Philosophy and Organizational Capacity
The association’s guiding philosophy rests on three “tsukuru” (to create): creating comfortable outdoor spaces where people gather, creating triggers that draw people into those spaces, and creating connections between people, objects, and ideas. The association’s five behavioral principles are open-mindedness, hospitality, a spirit of challenge, communication, and professionalism. As of April 2026, the association’s qualified staff include 17 Park Management Operations Specialists, 25 Landscape Construction Management Engineers (Class 1 and 2), 3 Civil Engineering Construction Management Engineers (Class 1 and 2), 3 Professional Engineers, and 19 Fire Prevention Managers (Grade A).
Environmental and Sustainability Practices
In 2022, the association obtained the Kyoto Environmental Management System Standard (KES) certification, a system originating from Kyoto (the birthplace of the Kyoto Protocol) designed to be simple, low-cost, and accessible for small and medium organizations. In December 2025, the association issued its Decokatsu Declaration (a national movement for new affluent lifestyles that contribute to decarbonization), formalizing reuse of pruning and felled wood, waste sorting, and water and electricity savings as part of daily park management. Each year since 2021, the association has held environmental and biodiversity workshops, joining the TEAM EXPO 2025 co-creation partnership in 2023 to advance sustainable urban park programs.
Recent Developments and Partnerships
In April 2025, the association launched the long-term 20-year designated administration of Hamadera Park, alongside the opening of the Hamadera Outdoor Cafe. Combined with the existing Good BBQ venues at Yamadaike Park and Oizumi Ryokuchi, the association has steadily expanded prefectural parks from purely managed green spaces into venues that shape urban lifestyles. Since 2024, the association has issued a series of promotional videos introducing Osaka prefectural parks to mark the 150th anniversary of Japan’s urban park system, alongside the Hamadera and Sumiyoshi Park 150th-anniversary portal sites. The secretariat relocated in September 2020 to Yutaka Building 7F, Minamisemba, Chuo-ku, Osaka City, and continues to develop partnerships with businesses, citizen groups, and schools.
