机构沿革与成员规模
欧洲风景园林师联合会 IFLA Europe 成立于 1989 年 4 月 4 日, 起初名为欧洲景观建筑基金会 (European Foundation for Landscape Architecture), 由比利时、丹麦、法国、德国、意大利、卢森堡、荷兰、葡萄牙、西班牙、英国、爱尔兰、希腊共 12 个国家的全国性协会代表在一次会议上共同发起, 专门处理欧洲范围内的景观建筑教育与执业议题。如今 IFLA Europe 已经拥有 34 个成员国协会, 代表超过 20,000 名在欧洲各地执业的风景园林师, 是大陆规模最大的景观建筑专业联合体之一。
章程宗旨与活动范围
根据章程与活动手册, IFLA Europe 在比利时 2019 年 3 月 23 日颁布的《公司与协会法典》框架下注册, 以非营利非政府的联合会形式运作。机构宗旨是把风景园林确立为欧洲社会物质、社会经济、文化、视觉、概念与空间语境的重要议题, 在整个欧洲范围内建立、支持和促进景观建筑专业, 推动国际对话, 塑造并传播欧洲倡议, 促进信息交流, 并以专业实践、教育与研究三方面的卓越追求, 丰富多样且可持续的欧洲景观文化。
执行理事会与下属委员会
机构日常事务由执行理事会 (Executive Council) 负责, 任期最少两年, 至少由 6 名理事组成。现任理事会包括主席 Indra Purs、秘书长 Christos Papachristou、财务长 John Boon, 以及分管沟通的副主席 Linus Fredriksson、分管教育的副主席 Madara Markova、分管职业实践的副主席 Paula Maria Simões。理事会下设教育委员会、职业实践委员会与传播委员会等专门委员会, 另外设有审计委员会 (BoA) 与信托委员会 (BoT) 进行财务与合规监督。
代表处与跨国协同网络
机构在 33 个欧洲国家设有代表 (Delegate), 覆盖奥地利、比利时、保加利亚、克罗地亚、捷克、丹麦、爱沙尼亚、芬兰、法国、德国、希腊、匈牙利、冰岛、爱尔兰、以色列、意大利、拉脱维亚、立陶宛、卢森堡、荷兰、挪威、波兰、葡萄牙、罗马尼亚、塞尔维亚、斯洛伐克、斯洛文尼亚、西班牙、瑞典、瑞士、土耳其、乌克兰、英国等。机构还设有地中海网络 Med_net (2017 年成立) 与波罗的海区域景观建筑组 BSRLA (2017 年 1 月在维尔纽斯成立) 两个次区域网络, 北欧理事会作为第三个区域协调机制, 共同支撑跨国同行交流。
欧洲景观议题与教育认证
在政策倡导方面, 机构持续在欧洲绿色协议 (European Green Deal)、新欧洲 Bauhaus、欧盟生物多样性战略、欧盟城市议程、欧洲景观公约等框架下发声, 推动将风景园林视角纳入气候适应、生物多样性保护与公共空间规划议题。在教育与职业认证方面, 学校认证委员会 (SRP) 与欧洲景观建筑学校委员会 (ECLAS) 于 2024 年续签谅解备忘录, 共同审核欧洲景观建筑本科与硕士项目, IFLA Europe Award 自 2014 年大会设立以来一直表彰对行业作出突出贡献的组织和个人。
Founding and Membership
IFLA Europe was founded on 4 April 1989 as the European Foundation for Landscape Architecture, set up by representatives of twelve national associations — Belgium, Denmark, France, Germany, Italy, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom, with Ireland and Greece also represented — to address European landscape architectural educational and professional issues. Today IFLA Europe counts 34 member associations, representing more than 20,000 landscape architects across the continent, and forms the largest regional grouping of the profession in Europe.
Statutes, Mission and Scope
IFLA Europe is registered under the Belgian Law of 23 March 2019, the Code des Sociétés et des Associations, and operates as a non-profit, non-governmental federation. Its stated mission is to establish the importance of landscape and landscape architecture as the physical, socio-economic, cultural, visual, conceptual and spatial context of European communities; to support and promote landscape architects across Europe; to shape and disseminate European initiatives; and to facilitate the exchange of information while promoting excellence in professional practice, education and research.
Executive Council and Committees
Day-to-day governance rests with an Executive Council (ExCo) elected by the General Assembly, serving minimum two-year terms and comprising at least six officers. The current ExCo consists of Indra Purs as President, Christos Papachristou as Secretary General, John Boon as Treasurer, Linus Fredriksson as Vice President Communications, Madara Markova as Vice President Education and Paula Maria Simões as Vice President Professional Practice. Standing committees on Education, Professional Practice and Communications report to the ExCo, while a Board of Auditors and a Board of Trustees oversee finance and compliance respectively.
Delegates and Sub-Regional Networks
IFLA Europe is represented in 33 European countries through appointed delegates covering Austria, Belgium, Bulgaria, Croatia, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Türkiye, Ukraine and the United Kingdom. Three sub-regional networks coordinate cross-border exchange: Med_net for Mediterranean countries (founded 2017), the Baltic Sea Region Landscape Architecture Group (BSRLA, established in Vilnius in January 2017), and the Nordic Board for Scandinavian cooperation.
Policy, Education and Recognition
On the policy side, IFLA Europe contributes landscape expertise to the European Green Deal, the New European Bauhaus, the EU Biodiversity Strategy, the Urban Agenda for the EU and the European Landscape Convention, advocating for landscape architects in climate adaptation, biodiversity protection and resilient public-space planning. In education, the School Recognition Panel works with the European Council of Landscape Architecture Schools (ECLAS), whose Memorandum of Understanding was renewed in 2024, to review bachelor and master programmes. The IFLA Europe Award, introduced at the 2014 General Assembly, recognises outstanding organisations and individuals advancing sustainable development through the profession.
