Union Fleurs 采用会员大会(General Assembly)主导的多层治理结构,会员大会是最高权力机构,每年召开一次,负责审议预算、批准会员资格、选举董事会与各委员会主席、修订章程等核心事项;董事会(Board of Directors)由主席、副主席、秘书长及各委员会主席组成,负责日常管理与行政事务,执行会员大会决议。日常工作由秘书长主导的秘书处执行,秘书长同时担任秘书处负责人。董事会下设四大常设委员会:欧盟事务委员会(EU Section)、盆栽植物委员会(Pot Plant Committee)、世界贸易委员会(World Trade Committee)与美洲事务委员会(Americas Committee),并可根据需要设立专项工作组(ad hoc Working Groups),由会员大会任命并定义职责,形成针对特定议题的快速响应机制。

About
Union Fleurs – International Flower Trade Association was founded in 1959 in Brussels as an international umbrella organisation for national associations and companies active in the floricultural trade. Its main purpose is to represent and promote the interests of traders of cut flowers, cut foliage and pot plants across global supply chains.
History and Membership
Since its foundation in 1959 in Brussels, Union Fleurs has steadily expanded its membership base to cover major flower-producing and consuming nations. Today the Association counts members in 20 countries worldwide, gathering more than 3,000 companies involved in the import, export, wholesale and distribution of cut flowers and pot plants. Union Fleurs members account for approximately 80% of the total value of worldwide trade of cut flowers and pot plants, with all major players in the floricultural trade represented within the organisation.
Activities and Tools
Union Fleurs activities are guided by five strategic priorities: providing industry intelligence and a networking platform, facilitating seamless market and trade, shaping an enabling policy environment, promoting sustainable practices along the value chain, and stimulating consumption. The Association coordinates advocacy and lobbying on plant-health, phytosanitary and customs issues at the EU and international levels, organises monthly CONNECT-Sessions for members, co-publishes the annual International Statistics – Flowers and Plants yearbook with AIPH, and partners with FSI on sustainability standards for the floriculture sector.
Governance and Bodies
The General Assembly, composed of the delegates of Union Fleurs full members, is the supreme body of the Association and meets once a year. It approves accounts and budget, elects the Board of Directors, and appoints Committees and working groups. The Board of Directors consists of the President, Vice-President, Secretary General, Committee Chairpersons and the Relationships Manager. The current Board was elected at the General Assembly in San Remo (Italy) in March 2026 for the period 2026-2028, with President Matthijs Mesken (VGB, the Netherlands), Vice-President and Pot Plant Committee Chairman Peter Larsen-Ledet (FloraDania, Denmark), EU Section Chairman Matthijs Mesken (VGB), World Trade Committee Chairman Clement Tulezi (Kenya Flower Council, Kenya), Americas Committee Chairman Adrian Moreano (Expoflores, Ecuador), Relationships Manager Paolo di Massa (ANCEF, Italy), and Secretary General Sylvie Mamias.
Networks and Global Impact
Union Fleurs maintains long-standing cooperation with the European Commission, IPPC, AIPH, IFTF, IPM ESSEN, FSI and other intergovernmental and industry platforms to advance free and sustainable trade in cut flowers and pot plants. The Association regularly contributes data and policy positions to EU-level consultations, international media (Floraldaily, Floraculture International Magazine) and industry research, and is widely referenced as the authoritative source for international floriculture trade statistics and policy developments.
