倡议性质与定位

花卉可持续发展倡议 Floriculture Sustainability Initiative（FSI）是依据比利时法律设立的独立国际非营利协会（AISBL），以市场为导向，汇集花卉供应链中的企业、协会、非政府组织及其他合作伙伴，推动花卉与植物生产贸易更具可持续性。

发展历程与当前方向

FSI 于 2012 年由花卉行业 25 位利益相关者共同发起，最初提出到 2020 年实现 90% 花卉和植物负责任生产与贸易的目标。官方资料显示，FSI 已进入 FSI 2030 阶段，围绕未来适应性、持续改进与可衡量影响深化工作。

标准篮子与透明机制

FSI Basket of Standards 建立了花卉行业标准的共同参照框架，分为良好农业实践（GAP）、环境和社会三个范围。GAP 方案由 GLOBALG.A.P. 进行技术文件比对，环境方案由独立第三方 FOOD EXPERTS 按 FSI 准则评估，社会方案则由 Consumer Goods Forum 的 SSCI 基准机制评估；通过评估的方案才由 FSI 董事会纳入 Basket。现行清单涵盖 Global G.A.P. Floriculture、MPS-GAP、MPS-ABC、Florverde、Kenya Flower Council、Fairtrade、Rainforest Alliance、SA8000、SMETA 等方案，准则与范围可通过 ITC Sustainability Map 查询比较。

生产贸易与行业工具

FSI 还建立和推广多项行业规则与工具：成员采用的 FSI Code of Conduct 规定花卉行业负责任商业行为的最低要求，FSI Monitoring Protocol 统一年度可持续花卉与盆栽植物报告的定义和口径。FSI 参与制定欧盟产品环境足迹框架下的 FloriPEFCR 方法，为切花和盆栽植物生命周期环境影响提供协调计算规则，并通过独立验证建立 FloriPEFCR 工具篮子，帮助行业使用一致方法、可靠数据与标准化数据交换。

合作网络与公开资源

FSI 面向行业提供可下载的行为准则及说明手册、年度监测协议、会员申请指南、生活工资供应链项目报告，以及国际负责任商业行为合作形成的路线图资料；知识中心还整理环境足迹、生活工资、负责任生产与贸易、综合报告等专题内容。这些资源服务于生产者、采购商、零售商、标准制定者和工具供应商，可用于选择合规认证、开展年度报告、核算产品足迹、识别供应链风险并推进持续改进。

Initiative identity and legal form

The Floriculture Sustainability Initiative (FSI) is an independent international non-profit association established under Belgian law as an AISBL. It brings together companies, associations, NGOs and other partners across the floriculture supply chain through a market-driven, multi-stakeholder approach.

History and the FSI 2030 phase

FSI was initiated in 2012 by 25 stakeholders from the floriculture sector, who set an ambition to reach 90% responsibly produced and traded flowers and plants by 2020. Its official history now describes an FSI 2030 phase focused on a future-fit sector, continuous improvement and measurable impact.

Basket of standards and transparency

The FSI Basket of Standards provides a shared reference framework across Good Agricultural Practices (GAP), environmental and social scopes. GAP schemes undergo technical document comparison by GLOBALG.A.P.; environmental schemes are assessed by independent third party FOOD EXPERTS against FSI criteria; and social schemes use the Consumer Goods Forum’s SSCI benchmarking mechanism. The current Basket includes schemes such as Global G.A.P. Floriculture, MPS-GAP, MPS-ABC, Florverde, Kenya Flower Council, Fairtrade, Rainforest Alliance, SA8000 and SMETA, with scopes and criteria available for comparison through the ITC Sustainability Map.

Responsible production and trade

FSI has also established and promoted practical industry rules and tools. The member-adopted FSI Code of Conduct sets minimum requirements for responsible business conduct in floriculture, while the FSI Monitoring Protocol defines the common background and terms for annual reporting of sustainable flowers and potted plants. FSI contributed through the Technical Secretariat to the FloriPEFCR methodology for lifecycle environmental-footprint calculations and operates an independently verified Basket of FloriPEFCR-compliant tools to support consistent methods, reliable results and standardized data exchange.

Members, projects and resources

FSI’s public resources include its Code of Conduct and brochure, Monitoring Protocol, membership guidance, a living-wage supply-chain project report and roadmap materials from international responsible-business collaboration. Its knowledge centre also covers environmental footprinting, living wages, responsible production and trade, and integrated reporting. Producers, buyers, retailers, standard owners and tool providers can use these resources to select accepted certifications, report annual progress, calculate product footprints, identify supply-chain risks and plan continuous improvement.
