协会成立与组织沿革
海南省风景园林协会于1997年4月14日经海南省民政厅批准成立登记, 前身为海南省园林绿化企业协会, 1999年4月5日更名为现名。协会是经省民政厅监督管理、由全省各市县城镇园林绿化管理机构、风景名胜区、园林绿化企业和相关单位自愿组成的全省性、专业性、非营利社会团体, 章程于第五届会员代表大会表决通过。
内设机构与专业委员会
协会内设秘书处为常设办事机构, 负责日常事务工作; 并设监事会履行内部监督职责。专业委员会包括城镇园林绿化专业委员会、园林苗木生产专业委员会、园林科学技术专业委员会、木石雕塑文化专业委员会、园林设计专业委员会; 另设《热带风景园林》编委会, 承担会刊编辑工作。秘书处现有工作人员负责协会日常事务的具体落实。
业务范围与日常运作
协会业务范围涵盖政策宣传、行业调研、风景园林行业优质工程评选、项目评估论证、人才培训、技术交流与咨询、展览组织、参与制定行业标准、维护会员合法权益、组织行业经验交流与自律、承担政府及其工作部门授权或委托事项、组织会员参加省内外和国内外行业考察与合作等。日常运作主要包括协助省住建厅开展园林行业评比与调研、编辑出版会刊及信息资料、加强网站及公众号建设、组织专家编写省级园林行业技术标准规范法规及书籍、组织行业业务培训以及组织行业省内外考察调研活动。
协会会刊与行业简报
协会编辑出版会刊《热带风景园林》, 这是反映海南省风景园林行业动态与学术成果的内部刊物; 同时编发《海南省风景园林行业简报》, 用于行业信息交流与政策传达。会刊与简报由编委会牵头, 通过协会秘书处统一征稿、编辑与发放, 服务会员单位和行业从业者。协会网站 (hnfjyl.cn) 与微信公众号同步发布行业通知、培训信息和行业动态, 配合会刊和简报形成多渠道信息平台。
主管部门与行业自律
协会由海南省民政厅监督管理, 同时接受海南省住房和城乡建设厅的业务指导。协会宗旨是遵守宪法和相关法律法规, 贯彻党和国家的路线方针政策, 维护会员合法权益, 反映会员愿望, 促进企业间的横向交流, 为会员提供多种形式服务, 发挥政府主管部门与企业及相关单位之间的桥梁纽带作用, 促进风景园林事业发展。会费按章程分级缴纳, 会长常务副会长单位、副会长单位、常务理事理事单位和会员单位分别按不同标准每年缴纳。
Founding and Organizational Evolution
Hainan Association of Landscape Architecture (HAINAN ASSOCIATION OF LANDSCAPE ARCHITECTURE, English name HaiNan Association of Landscape Architecture, abbreviation HNALA) was officially registered on 14 April 1997 with the approval of the Hainan Provincial Department of Civil Affairs. Its predecessor was the Hainan Province Enterprise Association of Landscape and Greening, renamed to the current name on 5 April 1999. The association charter was adopted at the Fifth Member Congress.
Internal Departments and Specialized Committees
The standing Secretariat handles day-to-day operations. A Board of Supervisors performs internal oversight. Six specialized committees cover urban landscape greening, landscape nursery production, landscape science and technology, wood-stone and sculpture culture, and landscape design. An editorial board oversees the journal Tropical Landscape Architecture. The Secretariat staff coordinate routine affairs on behalf of the association.
Business Scope and Daily Operations
The association business covers policy dissemination, industry surveys, evaluation of quality landscape engineering projects, project appraisal, talent training, technical exchange and consulting, exhibition organization, participation in drafting industry standards, protecting members legitimate rights, organizing industry experience sharing and self-discipline, undertaking tasks authorized by government departments, and arranging domestic and international study tours. Daily operations include assisting the Provincial Department of Housing and Urban-Rural Development in industry evaluation and research, editing and publishing journals and bulletins, maintaining the website and WeChat public account, organizing experts to compile provincial technical standards and regulations, arranging industry training, and coordinating inspection trips inside and outside the province.
Association Journals and Industry Bulletins
The association publishes the journal Tropical Landscape Architecture, an internal periodical reporting industry developments and academic results in Hainan; alongside the Hainan Landscape Architecture Industry Bulletin for information exchange and policy communication. The editorial board leads content collection and editing, the Secretariat handles distribution to member units and practitioners, and the association website (hnfjyl.cn) plus WeChat public account publish notices, training information, and industry updates through multiple channels.
Supervisory Authority and Industry Self-Discipline
The association is supervised by the Hainan Provincial Department of Civil Affairs and receives operational guidance from the Provincial Department of Housing and Urban-Rural Development. Its mission follows the Constitution and relevant laws, implements national policies, protects members legitimate rights, conveys their views, fosters horizontal exchange among enterprises, provides diversified services, and serves as a bridge between government authorities and enterprises. Membership dues are levied at tiered levels defined by the charter, with different annual amounts for president and standing vice-president units, vice-president units, standing director and director units, and ordinary member units.
