Historical Evolution

Yunnan Landscape Industry Association (YNLA) was founded in 2007 in Kunming as a non-profit industry body of volunteer associations, bringing together enterprises, social organisations and individual professionals active in landscape architecture and related sectors across Yunnan province. The supervisory authority is the Yunnan Provincial Department of Housing and Urban-Rural Development, and the registration authority is the Yunnan Provincial Department of Civil Affairs. YNLA holds a dual 5A grade designation, awarded by the Chinese Society of Landscape Architecture and the Yunnan Provincial Department of Civil Affairs. Its formation is closely tied to the province’s high-plateau ecological construction, Dianchi watershed rehabilitation and the National Garden City certification programme, and it has long provided research, policy advisory and standards-setting support for the provincial landscape sector.

Organisational Structure

The supreme decision-making body is the General Assembly of Members, which meets every two years; day-to-day governance between assemblies is carried out by the Council and the Board of Supervisors. The fifth-term Council was elected on 19 July 2024, with Mr Luo Heng currently serving as President. The Secretariat is permanently based in the Xishan district of Kunming and oversees nine functional departments and committees: External Relations and Public Communications; Landscape, Horticulture and Eco-health Federation (also referred to as the Sojourn and Wellness Federation); Indigenous Plant R&D Committee; Urban Renewal and Rural Revitalisation Committee; Legal Self-discipline Services; Academic Experts Committee; Enterprise Development and Engineering Technology Committee; Industry-University-Research Committee; and the Secretariat itself. Two branch bodies operate under the association: the Landscape Architecture Design Branch and the Women Landscape Architects Branch. The Board of Supervisors comprises three supervisors, one of whom serves as Chair and two as Vice-Chairs, and convenes at least once every six months.

Main Functions

Article 7 of the association’s Charter (ratified on 12 December 2025 by the Third Session of the Fifth-term General Assembly) defines eight statutory business areas: drafting self-discipline conventions and safeguarding fair competition; lawfully carrying out market development, publishing industry information, operating periodicals and websites, and conducting industry surveys, evaluations, talent training, education exchange and technical advisory work; participating in industry development policies and standards-setting and providing decision-support research; mediating disputes between members, between members and non-members, and between members and consumers; filing anti-dumping and countervailing investigations and relief applications on behalf of relevant economic organisations; participating in collective bargaining; organising members to engage in public welfare undertakings; and undertaking other matters authorised or entrusted by government functional departments. Activities requiring statutory approval, authorisation, entrustment or filing are pursued only after the corresponding procedures are completed.

Membership Composition

The association has more than 200 member organisations spanning the full landscape architecture value chain, including landscape consulting, design, construction, nursery stock production and maintenance. Membership falls into two categories: institutional members, which are economic organisations in the industry holding a valid business licence, and individual members, who are experts and managers with substantial influence in the industry or related fields. The admission procedure requires submission of an application, sponsorship by at least two existing members, submission of supporting documents, and approval by the Council before an association membership certificate is issued. Membership dues are set on a four-tier scale: President-unit members (including Vice-President units) pay CNY 10,000 per year, Council members CNY 4,000 per year, ordinary institutional members CNY 3,000 per year, and individual members CNY 100 per year; branches and representative offices are not allowed to set separate dues schedules or to collect duplicative fees.

Industry Services

The association operates a number of regular services for the landscape industry: industry briefings, sector news, policy bulletins, park-city columns and other sections distribute national and provincial policy documents to members; exchanges and study visits are organised with sister associations such as the Chongqing Landscape Architecture Society; members participate in the annual meeting of the Horticultural Therapy and Wellness Committee of the Chinese Society of Landscape Architecture, the “Green Yunnan, Livable City” thematic seminars and other events; and the association undertakes national and provincial landscape vocational skills competitions, member enterprise credit evaluations, technical advisory work, expert database maintenance and related professional services. An interim Party branch has been established within the association, applying the “two-way entry and cross-appointment” principle, and the Party branch secretary is generally a senior officer of the association or a person in charge of its day-to-day work. The association publishes a public contact telephone and email address, and member consultations as well as business liaison are handled through the Secretariat.
