
从筹备到成立
中国风景园林学会的成立经过了一段不短的筹备期。1966 年,原国家建筑工程部城市建设局曾筹备成立「城市园林绿化学术委员会」,挂在中国建筑学会,因「文化大革命」中断。1978 年 12 月,中国建筑学会园林绿化学术委员会在济南成立,委员 69 名。1982 年初,学术委员会向中国建筑学会递交《关于召开「中国园林学会成立大会」的请示报告》,同年获批复并组成筹备委员会。1983 年 11 月 15 日至 17 日,中国建筑学会园林学会(对外称中国园林学会)在南京召开成立大会,选出第一届理事会 56 名、常务理事 17 名。1987 年,全体理事和顾问联名申请成立一级学会;1988 年 12 月 31 日,国家科委批准成立中国风景园林学会,1989 年 2 月 17 日民政部批准。1989 年 11 月 17 日至 20 日,成立大会在杭州召开,到会代表和来宾 220 余名,会上选举产生第一届理事会。理事会此后每届任期 5 年,2022 年 12 月换届至第七届。
组织架构与分支机构
学会经国家民政部正式登记注册,挂靠单位是国家住房和城乡建设部,同时是中国科学技术协会和国际风景园林师联合会(IFLA)的成员。最高权力机构是全国会员代表大会,由各单位会员推选的会员代表和上届常务理事会邀请的特邀代表组成;代表大会选举产生理事会,理事会全体会议选举产生常务理事会,并由常务理事会选出理事长、副理事长和秘书长。常设办事机构为秘书处,由秘书长负责处理日常工作,下设综合部、业务部、会员部、企业部、国际部、财务部六个工作部。学会现有 20 个分支机构:风景园林规划设计分会、花卉盆景赏石分会、菊花分会、女风景园林师分会、园林工程分会、标准化工作委员会、城市绿化专业委员会、风景名胜专业委员会、国土景观专业委员会、教育工作委员会、经济与管理研究专业委员会、理论与历史专业委员会、文化景观专业委员会、信息专业委员会、园林康养与园艺疗法专业委员会、园林生态保护专业委员会、园林植物与古树名木专业委员会、植物保护专业委员会、应对气候变化工作委员会、传统园林保护和发展专业委员会。此外,学会设有《中国园林》杂志社有限公司和北京中国风景园林规划设计研究有限公司两个经济实体。
学术交流与年会
学术活动以年会为主干。中国风景园林学会年会一年一届,2025 年办到第十五届,2026 年进入第十六届。2026 年 2 月发出第一轮通知,3 月发出第二轮通知,同期公开征集分会场主题、承办单位和交流报告;年会议程分主旨报告、主会场和分会场,会后整理发布学术报告,并提供照片直播。围绕具体议题的专题讨论会更早就有:1983 年 6 月 10 日至 15 日,中国建筑学会的园林绿化、城市规划、建筑设计、建筑历史、建筑经济五个学术委员会在福建武夷山联合召开「风景名胜区规划与设计学术讨论会」,到会代表 120 人,交流论文及资料 49 篇,会后向有关部门提出 6 条建议。学会的栏目里,科普这一块分科普文章、科普活动、科普教育基地,学术这一块分理论研究、专题研究、科创前沿。
标准、课题与行业服务
团体标准是学会近年的一项主要工作,流程分提案征集、立项、启动、意见征集、审查、发布、解读和宣贯几个环节。2026 年 8 月 18 日发布《园博园评价标准》;2026 年 7 月召开《中国传统园林数字化信息采集技术导则》审查会;2026 年 2 月就《智慧公园建设导则》《园博园评估指南》公开征求意见。课题方面,2026 年 7 月,《园林指数体系与评价方法》和《城市园林致敏与飞毛飞絮植物及其防治对策研究》两项自立课题结题;2025 年 6 月,《县城园林绿化和公共空间建设研究》等三项课题启动。政策标准按法律、法规、规章、政策性文件、国家标准、行业标准、地方标准、地方法规、地方规章、政策解读分类整理。科技服务分科技志愿服务、科技成果鉴定和科技帮扶三块;2026 年 9 月,学会发出关于推荐 2026 年度华夏建设科学技术奖项目的通知。现行规章制度包括 2024 年修订的会员管理办法、2023 年修订的专家库管理办法、2022 年修订的分支机构管理办法和学会章程,以及处于试行阶段的学术自律管理办法。
编辑出版与国际交流
学会主办《中国园林》和《园林》两种刊物,也出版专业书籍:《中国风景园林学学科史》于 2023 年 3 月出版,此前还有《中国造园史》和《中国古代园林史》。刊物起步不算顺利,1984 年 4 月的常务理事会讨论通过《中国园林》编辑出版计划,当年争取出版第一期;1993 年《中国园林》《园林》《风景名胜》三种公开刊物共发行 65 万份,1995 年加上内部发行的《风景园林通讯》《风景园林汇刊》,合计 67.7 万余份。国际交流方面,1984 年学会开始与 IFLA 建立通讯联系,1985 年派人以观察员身份参加在日本举行的第 23 届国际风景园林师会议;1994 年,学会会见来访的 IFLA 会长,就入会一事交换意见。如今国际交流栏目下是 IFLA 与中日韩两块:2024 年学会派团出席第 60 届 IFLA 世界大会,2025 年 1 月发布第 61 届大会论文征集,学会也承担 IFLA 亚太区杰出贡献奖和杰弗里·杰里科爵士奖的推荐工作。中日韩风景园林学术研讨会已办到第十九届,第十七届 2021 年在北京召开,第十八届 2023 年在日本举办,配套还有中日韩大学生风景园林设计竞赛。
History: From Preparatory Work to Founding
The society’s road to founding was long. In 1966 the urban construction bureau of the former Ministry of Construction tried to set up an academic committee on urban landscape greening under the Architectural Society of China; the attempt lapsed during the Cultural Revolution. In December 1978 the landscape greening academic committee of the Architectural Society of China was formed in Jinan with 69 members. In early 1982 the committee submitted a request to hold the founding congress of a Chinese society of garden making; approval came the same year and a preparatory committee was set up. On 15-17 November 1983 the congress was held in Nanjing, electing a first council of 56 members and a standing committee of 17. In 1987 all council members and advisers signed a joint request for a first-tier national society; the State Science and Technology Commission approved it on 31 December 1988 and the Ministry of Civil Affairs on 17 February 1989. The founding congress took place in Hangzhou on 17-20 November 1989 with more than 220 delegates and guests, and the first council was elected there. Councils have served five-year terms since; the seventh took office in December 2022.
Governance and Branch Structure
The society is registered with the Ministry of Civil Affairs, works under the Ministry of Housing and Urban-Rural Development, and is a member of the China Association for Science and Technology and of the International Federation of Landscape Architects (IFLA). Its highest authority is the national congress of members’ representatives, made up of representatives elected by corporate members and guests invited by the outgoing standing committee. The congress elects the council; the council in full session elects the standing committee, and the standing committee elects the president, the vice-presidents and the secretary-general. Day-to-day work is handled by a secretariat headed by the secretary-general, with six departments: general affairs, operations, membership, enterprises, international affairs and finance. There are 20 branches, among them the planning and design, flower and bonsai, chrysanthemum, women landscape architects and landscape engineering societies, plus committees for standardisation, urban greening, scenic areas, territorial landscape, education, economics and management, theory and history, cultural landscape, information, landscape therapy and horticultural therapy, landscape ecology, landscape plants and ancient trees, plant protection, climate change response, and traditional garden conservation. Two commercial bodies also sit under the society: the Chinese Landscape Architecture magazine company and a Beijing landscape planning and design research company.
Academic Exchange and the Annual Congress
The annual congress is the backbone of the society’s academic programme. The Chinese Landscape Architecture Congress is held once a year; the fifteenth ran in 2025 and the sixteenth is being organised for 2026. The first circular went out in February 2026 and the second in March, when themes, host units and speakers for the parallel sessions were called for. The congress mixes keynote lectures, plenary sessions and parallel sessions, with the talks published afterwards and photographs streamed live. Topic-based symposia go back much further: on 10-15 June 1983 five academic committees of the Architectural Society of China met jointly in Wuyishan, Fujian, to discuss the planning and design of scenic areas, with 120 delegates and 49 papers and documents, and put six recommendations to the authorities afterwards. Popular science has its own pages for articles, events and science bases, while research is split into theoretical work, special studies and new research fronts.
Standards, Research and Industry Services
Group standards have become one of the society’s main lines of work, running through proposal, project approval, launch, public consultation, review, publication, explanation and promotion. In August 2026 it published an evaluation standard for garden expo parks; in July 2026 it held a review meeting on a technical guide for the digital recording of traditional Chinese gardens; and in February 2026 it sought comments on guidelines for smart park construction and for garden expo park assessment. On the research side, two self-funded projects, one on a garden index system and evaluation method and one on allergenic and catkin-bearing urban landscape plants and countermeasures, were completed in July 2026, while three projects including a study of county-level landscape greening and public space were launched in June 2025. Its policy and standards section gathers laws, regulations, rules, policy documents, national, industry and local standards, local rules and policy explanations. Technical services are split into volunteer work, appraisal of technical results and technical assistance; in September 2026 the society called for nominations for that year’s Huaxia Construction Science and Technology Award. Current internal rules include revised membership and expert-pool measures, branch management measures and the society’s constitution, plus a trial code on academic self-discipline.
Publications and International Exchange
The society publishes two journals, Chinese Landscape Architecture and Landscape Architecture, and also issues books: a history of the discipline came out in March 2023, following earlier titles on Chinese garden-making and on ancient Chinese gardens. The journals had a slow start. The standing committee meeting of April 1984 approved the publishing plan for Chinese Landscape Architecture and aimed for a first issue that year; by 1993 the three public journals, Chinese Landscape Architecture, Landscape Architecture and Scenic Spots, had a combined circulation of 650,000 copies, and in 1995 the total, including two internally distributed newsletters, reached more than 677,000. Internationally, the society opened correspondence with IFLA in 1984 and sent observers to the 23rd IFLA congress in Japan in 1985; in 1994 it met the visiting IFLA president to discuss joining. Today IFLA and the China-Japan-Korea strand sit side by side in its international section: the society sent a delegation to the 60th IFLA World Congress in 2024, called for papers for the 61st in January 2025, and handles nominations for the IFLA Asia-Pacific Outstanding Contribution Award and the Sir Geoffrey Jellicoe Award. The China-Japan-Korea landscape architecture symposium has reached its nineteenth edition, the seventeenth held in Beijing in 2021 and the eighteenth in Japan in 2023, with a student design competition alongside.
