历史沿革与法人主体

国家花卉产业技术创新战略联盟由北京林业大学国家花卉工程技术研究中心于 2009 年初牵头组建,2011 年 7 月正式成立。2013 年 11 月,联盟被国家科学技术部正式批准成为国家产业技术创新战略联盟第三批试点联盟,也是我国林业行业获批的第二家国家产业技术创新战略联盟。为明确法律主体地位、推动联盟运行专职化,联盟随后在北京市民政局申请成立社会团体「北京国佳花卉产业技术创新战略联盟」,作为国家花卉联盟的法人实体对外开展业务。

组织架构与成员构成

联盟内部设有理事会、专家咨询委员会、秘书处、技术创新团队、创新实验室、产品创新基地六层机构。理事会由全体成员代表组成,是最高管理与决策机构;专家咨询委员会负责编制科技发展规划、确定创新技术发展方向,对理事会负责;秘书处为日常办事机构,依托国家花卉工程技术研究中心运行,下设秘书长、副秘书长与专职办事人员。截至 2018 年 4 月,联盟共有成员单位 69 家,其中高校 9 家、科研院所 19 家、企业 41 家,分布在北京、上海、广州、江苏、云南、海南、浙江、福建等多个省市的产业聚集区。

主要职能与服务平台

联盟以企业为主体、市场为导向、产学研紧密结合的技术创新体系为宗旨,承担组织成员研讨花卉产业技术发展方向、参与行业共性技术研究与产业化开发、构建信息服务平台促进成员间技术交流合作、申请并承担国家和地方花卉产业技术创新研究任务、对外提供产业咨询与政策建议、自筹资金设立联盟技术创新课题、建立知识产权保护制度等职能。秘书处下设技术创新服务平台与信息服务平台两大支柱,分别承担实验条件与中试条件协调、智力支撑以及信息共享机制建设等具体工作。

行业研究与标准化建设

联盟围绕花卉育种及现代化生产的共性、关键与前沿技术开展联合研发,主攻品种创新、栽培模式升级、产业链关键环节攻关等方向。秘书处联合成员单位每年发布《全国花卉产销形势分析报告》,并通过联盟简报跟踪行业动态、传播标准化进展。依托成员单位的国家与省部工程中心、重点实验室、作物改良中心,联盟持续推动花卉标准化建设进入高质量发展阶段,并多次承担国家与地方科技计划项目。

主管部门与持续运作

联盟由国家科学技术部作为产业技术创新战略联盟的业务指导单位,长期接受科技部对活跃度的评估;自设立以来,联盟已连续 5 次获评 A 级活跃度产业技术创新战略联盟,并多次入选国家产业技术创新战略联盟典型案例。秘书处挂靠国家花卉工程技术研究中心,办公地址位于北京市海淀区,日常由秘书长牵头负责成员资格审查、发展新成员及组织年度理事会暨会员大会等事务。


Historical Evolution and Legal Entity

The National Flower Industry Technology Innovation Strategic Alliance was initiated in early 2009 by the National Engineering Research Center for Floriculture at Beijing Forestry University, and was formally established in July 2011. In November 2013, it was officially approved by the Ministry of Science and Technology as part of the third batch of national industrial technology innovation strategic alliances, and is the second such alliance to be approved in China’s forestry sector. To clarify its legal status and support day-to-day operations, the alliance subsequently registered a social organisation, Beijing Guojia Flower Industry Technology Innovation Strategic Alliance, with the Beijing Municipal Civil Affairs Bureau, which now serves as the alliance’s legal entity.

Organisational Structure and Membership

Internally, the alliance is organised into six tiers: a Council of Members, an Expert Advisory Committee, a Secretariat, technology innovation teams, innovation laboratories, and product innovation bases. The Council is the highest management and decision-making body, composed of representatives from all member organisations. The Expert Advisory Committee is responsible for drafting the scientific development plan and guiding the direction of technology innovation, reporting to the Council. The Secretariat is the alliance’s standing office and is hosted by the National Engineering Research Center for Floriculture. As of April 2018, the alliance comprised 69 member organisations, including 9 universities, 19 research institutes, and 41 enterprises, distributed across multiple flower-industry clusters in Beijing, Shanghai, Guangzhou, Jiangsu, Yunnan, Hainan, Zhejiang, and Fujian.

Main Functions and Service Platforms

Guided by the principle of building an enterprise-led, market-oriented, and deeply integrated industry-university-research technology innovation system, the alliance is charged with organising members to discuss the development direction of flower-industry technology, participating in research on common technologies and their industrial application, building information service platforms to facilitate technology exchange, applying for and undertaking national and local flower-industry technology innovation projects, providing policy advice to relevant authorities, self-funding alliance technology innovation projects, and maintaining intellectual property protection mechanisms. The Secretariat runs two key support platforms: a technology innovation service platform that coordinates experimental and pilot-scale facilities, and an information service platform that enables member-to-member technology exchange.

Industry Research and Standardisation

The alliance conducts joint research on common, key, and frontier technologies for flower breeding and modern production, with priorities including cultivar innovation, cultivation system upgrades, and critical links across the industry chain. Working together with its member organisations, the Secretariat publishes the annual National Flower Production and Marketing Analysis Report and issues alliance bulletins that track industry developments and standardisation progress. Drawing on member-hosted national and provincial engineering centres, key laboratories, and crop improvement centres, the alliance has continued to advance the high-quality development of flower-industry standardisation and to undertake numerous national and local science and technology programmes.

Supervising Authorities and Ongoing Operations

The alliance operates under the policy guidance of the Ministry of Science and Technology, which conducts ongoing assessments of alliance activity. Since its establishment, it has been rated A-level in activity five consecutive times and has been selected as a typical case study for national industrial technology innovation strategic alliances. The Secretariat is hosted by the National Engineering Research Center for Floriculture in Beijing’s Haidian District, and is responsible for member qualification review, recruitment of new members, and the organisation of the annual council meeting and general assembly.
