从园艺发展公司到法定征费部门
英国农业与园艺发展委员会园艺部（AHDB Horticulture）的前身是园艺发展公司 HDC，成立于一九八六年，职责是资助研发并向种植者传播成果。英国《二〇〇八年农业与园艺发展委员会令》设立 AHDB 后，HDC 随后纳入其法定征费部门体系。AHDB 的历史资料说明，各部门征收的资金须专门用于相应行业，园艺部门由此把种植者共同资金用于单个企业难以独立承担的研究、技术转化与行业服务。

AHDB 园艺曾把研究与知识交流组织为六个成果主题，并通过项目把科研结果转化为可操作建议。GREATsoils 将土壤生物、结构、排水、轮作与生产力研究转为种植者工具；SCEPTREplus 是一项为期四年的应用研究计划，获得 AHDB 一百六十五万英镑资金并吸收产业配套投入，针对鲜食与观赏作物的病害、害虫和杂草，测试化学、生物与物理防控方法，同时支持综合病虫害管理和更安全产品的登记应用。
行业治理与征费终止
园艺委员会曾决定行业需要哪些项目及建议征费水平，通常每年开会五次，成员经公开程序任命，主席由英国环境、食品与乡村事务部任命。园艺征费投票后，政府确认终止法定征费，部门进入收尾阶段；委员会在最后十八个月监督项目、合同与服务过渡，并于二〇二三年三月解散。因此，本页应被理解为已经结束运作的历史部门与仍可使用的官方档案，而不是当前继续收费或委托新项目的园艺机构。
档案延续与行业服务转接
收尾期间，AHDB 继续完成既有合同并维护 EAMU 与紧急授权服务；官方说明称，该体系曾取得市场上七成以上的次要用途授权。二〇二二至二三年度仍有二十二项园艺研究运行，另有项目延续至其后两个年度。随后，作物保护服务向由行业自愿订阅支持的新模式过渡；与此同时，AHDB 保留研究报告、知识库、作物指南、事实表和历史会议记录，供种植者、顾问与研究人员继续查阅。
From HDC to a Statutory Levy Sector
AHDB Horticulture developed from the Horticultural Development Company, commonly known as HDC, which was established in 1986 to fund research and development and communicate results to growers. After the Agriculture and Horticulture Development Board was created under its 2008 statutory order, HDC became part of its levy-funded sector structure. AHDB’s archived explanation states that money collected from a sector was ring-fenced for that sector, allowing growers to fund shared research, knowledge exchange and technical services that would have been difficult for individual businesses to commission alone.
Resources Across Edible and Ornamental Crops
The archive covers a broad commercial horticulture portfolio rather than a single crop. Its sections include field vegetables, protected edibles, mushrooms, soft fruit, tree fruit, hardy nursery stock, protected ornamentals, and bulbs and outdoor flowers. It brings together Crop Walkers’ Guides, minor-use authorisations, soil and peat resources, energy and labour programmes, webinars and podcasts. The research library separately preserves reports from projects funded and delivered by AHDB and its partners, with filters for crop sectors and technical themes.
Applied Research and Knowledge Exchange
AHDB Horticulture organised technical research and knowledge exchange around six outcome-based themes and converted project findings into practical guidance. GREATsoils linked work on soil biology, structure, drainage, rotations and productivity with grower-facing tools. SCEPTREplus was a four-year applied programme backed by 1.65 million pounds from AHDB plus industry contributions. It tested chemical, biological and physical approaches to high-priority diseases, pests and weeds in edible and ornamental crops, supporting integrated pest management and the authorisation of safer crop-protection options.
Governance and the End of the Levy
The Horticulture Board selected programmes and advised on the levy needed to fund them. It normally met five times each year; members were chosen through an open appointments process and its chair was appointed by the UK Department for Environment, Food and Rural Affairs. Following the horticulture levy ballot, ministers confirmed the end of the statutory levy and the sector entered wind-down. The Board supervised the final eighteen months of that process and was dissolved in March 2023. The site therefore documents a former operating sector and its continuing archive, not an active horticulture levy body.
Archive Access and Service Transition
During wind-down, AHDB completed contracted work and maintained the Extension of Authorisation for Minor Use and emergency-authorisation service. Its official transition page says the programme had secured more than seventy per cent of minor-use authorisations in the market. Twenty-two horticulture research projects were still running in the 2022–23 year, with further contracts continuing into the next two years. Crop-protection services then moved toward an industry-funded voluntary model, while research reports, factsheets, crop guides, knowledge resources and board records remained available through the official archive.
