协会沿革与法人地位
日本造园建设业协会（一般社团法人 日本造園建設業協会，英文名 Japan Landscape Contractors Association, 简称 JALCO / JLCA）的前身可追溯至 1965 年 4 月以任意団体形式设立的日本造園建設業連合会，1971 年 11 月获建设省認可取得法人資格并正式更名为社团法人 日本造園建設業協会，1972 年 2 月依建設業法第 27 条の 33 規定向建设大臣申报；进入平成时代后，依据 2008 年施行的一般社団法人及一般财団法人に関する法律，协会于 2012 年完成改制，由传统的社団法人转型为现代意义的一般社団法人 日本造園建設業協会，延续公益法人定位并强化自主治理；这一三阶段演进——任意団体（1965）→ 社団法人（1971）→ 一般社団法人（2012）——使协会在日本景观建設業界的代表性与公信力不断累积。
组织使命与全国网络
协会以”通过造園建設业創造緑豊かな社会”为使命，致力于造園技術研发、人材育成与資格認定、灾害復旧支援与国际交流；组织架构采用”本部—总支部—支部”三级体系，覆盖全日本 47 都道府县，会员企业须持有造園建設業許可并在完成工事高、指定管理業務、技术基盤或会員推薦等四项指标中至少满足两项方可入会，会员类型分为正会員与赞助会員两类，正会員享有技能五輪赞助、海外団体交流、割安団体保険、機関紙等多重权益；协会同时是国际园艺生产者协会（AIPH）的日本代表窗口，推动日本造園业界的国际发声。

Historical Evolution and Legal Status
The Japan Landscape Contractors Association (JALCO / JLCA) traces its origin to the voluntary Japan Landscape Contractors Union formed in April 1965; in November 1971 the organization received recognition from the Ministry of Construction and was incorporated as the JAPAN LANDSCAPE CONTRACTORS ASSOCIATION, followed by registration to the Construction Minister under Article 27 Clause 33 of the Construction Industry Law in February 1972; following the 2008 enactment of Japan’s General Incorporated Associations and General Incorporated Foundations Act, the association completed its transformation into a general incorporated association (JALCO) in 2012, retaining its public-interest orientation while strengthening autonomous governance; this three-stage progression from voluntary union to corporate juristic person to general incorporated association reflects JALCO’s continuously expanding legitimacy within Japan’s construction sector.
