
协会沿革与组织定位
日本月季协会(Japan Rose Society, JRS)是日本历史最悠久、规模最大的全国性月季专项非营利公益财团法人,于 1948 年以”新日本月季会”名义在东京创立,1950 年更名为”日本月季会”,1962 年获得财团法人资格,2011 年正式认定为公益財団法人。协会总部位于东京都世田谷区奥沢,名誉总裁为三笠宮寛仁親王妃信子殿下,会长由日本前首相麻生太郎担任。协会组织架构完整,下设理事会、监事会、评议员会、皇室委员会及审查委员会,理事和评议员涵盖月季育种、栽培、教育、出版等领域的资深专家。协会以”月季植栽普及、品种改良及遗传资源保存、国际亲善”为核心使命,是 WFRS(世界月季协会联合会 / World Federation of Rose Societies)正式会员,并于 2018 年起主办经 WFRS 认定的 Japan Rose Concours(JRC)国际新品种月季竞赛。协会的 4 类会员体系(正会员年费 10,000 日元、终身会员会费 200,000 日元、法人会员年费 100,000 日元、行业会员年费 30,000 日元)确保了广泛的爱好者基础与行业代表性,会员可获得季刊会刊、年度新苗免费配送、皇室月季园志愿服务参与资格,以及由 JRC 国际竞赛认定的优良新品种试种苗优先申请权。
核心事业与会员权益
日本月季协会的核心事业分为公益目的事业与收益事业两大板块。公益目的事业包括:月季苗木向公共设施的捐赠、皇室月季园奉仕活动、公共机构支援活动、与 WFRS 联动的国际交流(含与各国驻日大使馆的协作)、春季与秋季月季展览会、地区月季协会活动支援、月季栽培咨询服务、世界未发表新品种月季的试种、评价与表彰(JRC)、月季育种委员会活动(创作适合本土风土的月季品种)、季刊会刊发行、官方网站运营与管理、月历及栽培手册出版、表彰事业,以及各类课程与资格认定事业。收益事业则包括月季苗木代销发放事业和相关用品代销发放事业。会员还享有新品种月季苗免费配送(运费 1,000 日元)、全国委员捐赠制度(每份 10,000 日元、每年续捐)下的试种苗免费配送、签约合作商户商品会员折扣、JRC 免费参展资格、各类课程学员折扣、皇室月季园及公共设施奉仕活动参与资格、育种委员会参与资格、月季展览、研讨会、讲习会、见习会、咨询会参与资格,以及国内与国际参访机会。
资格认定制度
日本月季协会自创立以来持续推进月季栽培技术标准化与人才培养,建立了完整的 3 级资格认定考试体系:讲师(学费 11,000 日元会员 / 16,000 日元非会员,认证费 20,000 日元)、高级指导员(学费 11,000 日元,认证费 40,000 日元,需取得讲师资格后具备 2 年以上月季植栽普及活动经验)、认证讲师(学费 11,000 日元,认证费 45,000 日元,需取得高级指导员资格后具备 3 年以上月季植栽普及活动经验)。所有考试于每年 2 月中旬在东京近郊会议室举行,合格标准为笔试成绩 60%-70% 及以上。2027 年度考试报名截止日期为 2027 年 1 月 29 日(周五),考试日为 2027 年 2 月 14 日(周日)。除资格认定考试外,协会还开设月季栽培入门课程、各类实践课程(月季杂交与育种实践、各种嫁接方法实践)、插花实践课程、月季学概论课程等多层次教学体系。
国际合作与未来会议
在国际合作方面,日本月季协会是 WFRS 创始会员之一,与美国月季协会(ARS)、加拿大月季协会(CRS)、新西兰月季协会(NZRS)、芬兰月季协会(FRS)、丹麦月季协会(Det Danske Rosenselskab)、德国月季协会(Verein Deutscher Rosenfreunde)、意大利月季协会(A.I.R.)、瑞士月季协会(GSRF)等国家级月季协会保持长期合作关系。协会将于 2025 年主办第 20 届世界月季大会福山大会(World Rose Convention 2025 Fukuyama),这是 WFRS 每 3 年举办一次的国际性月季学术与展示盛会。在国内活动方面,协会每年 5-6 月和 10-11 月支持全国 30 余个地方月季协会(东京、京阪神、千叶、埼玉、神奈川、静冈、岐阜国际月季评选、国际香韵月季新品种评选、爱知、滋贺、京都、奈良、大阪、兵库、福冈、福山、仙台等)举办的春季和秋季月季展览会,以及月季育种实践课程、各种嫁接方法实践课程、插花课程等区域性活动。

Heritage and Organizational Mission
The Japan Rose Society (JRS, 公益財団法人 日本ばら会) is the oldest national rose society in Japan and a Public Interest Incorporated Foundation dedicated to promoting rose cultivation, breeding, and international goodwill. Founded in 1948 as the “Shin-Nippon Bara-kai” in Tokyo, the society was renamed to “Nippon Bara-kai” in 1950, received its general incorporated foundation status in 1962, and was certified as a Public Interest Incorporated Foundation in 2011. Headquartered in Setagaya-ku, Tokyo, with Princess Nobuko of Takamado as Honorary President and former Prime Minister Taro Aso as President, JRS serves as the WFRS (World Federation of Rose Societies) national member for Japan and hosts the WFRS-recognized Japan Rose Concours (JRC) for international rose new cultivar evaluation since 2018. With 78 years of continuous operation, JRS maintains a comprehensive organizational structure including Board of Trustees, Board of Directors, Councilors, Imperial Committee and Review Committee, with理事 and 评议员 covering expertise in rose breeding, cultivation, education and publishing. JRS operates through a 4-tier membership system (Regular Member ¥10,000/year, Lifetime Member ¥200,000, Corporate Member ¥100,000/year, Trade Member ¥30,000/year) that ensures broad enthusiast participation and industry representation. Members receive the quarterly bulletin “Bara-dayori,” annual new cultivar seedling free distribution, access to Imperial rose garden volunteer activities, and priority application for trial plants of JRC-recognized new cultivars.
Core Programs and Member Services
JRS core programs span public-interest activities and revenue-generating activities. Public-interest activities include: public facility rose plant donations, Imperial household service activities, public organization support, WFRS-linked international cooperation (including coordination with Tokyo-based embassies), spring and autumn rose exhibitions, regional rose society support, rose consultation services, JRC international new cultivar trial and evaluation, breeding committee activities (developing climate-adapted rose varieties), “Bara-dayori” bulletin publication, website management, calendar and cultivation guide publishing, awards programs, and various courses and qualification certification programs. Revenue activities include rose seedling distribution brokerage and related supplies distribution. Member benefits include free new cultivar distribution (¥1,000 shipping), National Committee Donor (¥10,000/share/year) trial plant free distribution, partner-vendor discount pricing, JRC free entry rights, course member discounts, Imperial garden volunteer qualifications, breeding committee participation, exhibition/research meeting/study tour/consultation participation, and domestic/international tour opportunities.
Qualification Certification System
JRS has established a comprehensive 3-tier qualification certification system for rose cultivation professionals: Instructor (¥11,000 member / ¥16,000 non-member, certification fee ¥20,000), Senior Instructor (¥11,000 tuition, ¥40,000 certification, requires 2+ years experience after Instructor), and Certified Lecturer (¥11,000 tuition, ¥45,000 certification, requires 3+ years experience after Senior Instructor). All exams are held in mid-February at Tokyo-area meeting rooms with passing standards of 60%-70%+ on academic subjects. The 2027 exam registration deadline is January 29, 2027 (Friday) and the exam date is February 14, 2027 (Sunday). Beyond qualification exams, the society also offers a multi-layered curriculum including Beginner Rose Cultivation Course, various practical skill courses (cross-breeding and breeding practice, grafting methods practice), Arrangement practical courses, and Rose Botany Overview courses.
International Cooperation and Future Conventions
JRS is a founding member of WFRS and maintains long-standing cooperation with the American Rose Society (ARS), Canadian Rose Society (CRS), National Rose Society of New Zealand (NZRS), Finnish Rose Society (FRS), Danish Rose Society (Det Danske Rosenselskab), German Rose Society (Verein Deutscher Rosenfreunde), Italian Rose Society (A.I.R.), and Swiss Rose Society (GSRF). The society will host the 20th World Rose Convention in Fukuyama in 2025, a triennial WFRS international rose academic and exhibition event. Domestically, the society supports 30+ regional rose societies across Japan including Tokyo, Keihanshin, Chiba, Saitama, Kanagawa, Shizuoka, Gifu International Rose Contest, International Fragrant Rose New Cultivar Contest, Aichi, Shiga, Kyoto, Nara, Osaka, Hyogo, Fukuoka, Fukuyama, and Sendai in their spring and autumn rose exhibitions, as well as breeding practical courses, various grafting method practical courses, and arrangement courses at the regional level.
