机构定位与创立背景

欧洲树木栽培理事会(European Arboricultural Council,简称 EAC)于 1992 年在德国巴特洪内夫(Bad Honnef)成立,是欧洲各国树木行业协会代表组成的跨行业协调机构。理事会的注册形式为德国登记协会 e. V.,在科尼希斯温特地方法院登记号为 VR 90859。EAC 把来自奥地利、比利时、保加利亚、克罗地亚、捷克、丹麦、爱沙尼亚、芬兰、法国、德国、匈牙利、爱尔兰、意大利、拉脱维亚、立陶宛、卢森堡、荷兰、挪威、波兰、葡萄牙、罗马尼亚、斯洛伐克、斯洛文尼亚、西班牙、瑞典、瑞士、英国等 28 个欧洲国家的代表召集到一起,对外以单一声音代表欧洲树木行业发声,现任主席为来自斯洛伐克的 Michal Zelenák。

工作目标与协调范围

理事会的核心目标是通过研究、教育与实践改进,提升树木栽培(Arboriculture)这一行业的整体地位与职业水准,具体覆盖八个领域:城市树木研究、城市条件下的树木种植、树木栽培的教育与培训、修剪工具与链锯的安全作业规范、树木管理、病虫害防治,以及欧洲各国树木养护程序的统一协调。EAC 不直接雇佣树木工人,而是通过分布在各国的国家级会员协会与认证中心,把职业培训、认证考试和安全规范落到具体的工作现场。

ETW 与 ETT 认证体系

EAC 最具识别度的工作是「欧洲树木工人(European Tree Worker,简称 ETW)」和「欧洲树木技师(European Tree Technician,简称 ETT)」两套认证体系。ETW 证书最初在欧盟 Leonardo da Vinci 项目框架下,由 EAC 联合各国专家于 1996 到 1999 年间开发,目的是让树木修剪、种植与养护工作在欧洲范围内拥有统一的职业资格;ETT 证书面向树木行业的初中级管理与监督岗位,要求申请者持有 ETW 证书或同等国家认证加 3 年以上从业经验。两套证书的考试规则、培训课程与现场实操要求均以 EAC 发布的欧洲统一大纲为准,每场认证考试都有 EAC 派出的国际督考员现场监督,证书在 28 个成员国之间互相承认。

执行委员会、工作组与年度大会

EAC 的内部治理由执行委员会、若干常设工作组和年度大会(Annual General Meeting,简称 AGM)三层组成。执委会负责日常运营与对外代表,工作组按议题分头推进研究、教育、认证、城市树木等专项事务。年度大会是各国代表投票与决策的最高平台,2020 年因新冠疫情改为线上视频会议,会议中全体成员国代表一致表决通过了 EAC 道德准则(Code of Ethics),对会员与树木栽培工作者的行为规范、骚扰处理、作业安全与利益冲突等议题作出明确要求。2022 年,EAC 在成立 30 周年纪念册中梳理了 1992 年以来欧洲树木栽培职业化进程,并继续作为 ISA 等国际树木学会在欧洲层面事实上的合作节点。

道德准则与欧洲城市之树

在认证之外,EAC 长期运营「欧洲城市之树(European City of the Trees,简称 ECOT)」评选项目,把欧洲城市范围内的树木管理与公共绿化纳入行业视野。EAC 总部设于德国巴特洪内夫(Bad Honnef)的 Haus der Landschaft 园区,工作语言以英语、德语为主,对外联系电话可在官网底部 Imprint 页面查询。EAC 官网公布 ETW / ETT 考试日历、EAC 内部手册(Handbook)、EAC 系列指南(Guides)以及各国代表与认证中心的完整联系信息,供求职者、雇主、城市管理者与研究者公开查询。


Mandate and Founding Context

The European Arboricultural Council (EAC) is a registered German association (eingetragener Verein, e. V.) founded in 1992 and headquartered in Bad Honnef, Germany (Haus der Landschaft, register number VR 90859 at Amtsgericht Königswinter). It brings together delegates from 28 European national arboricultural associations and serves as the single voice for the profession towards governing bodies, institutions and individuals across Europe. The current president is Michal Zelenák from Slovakia.

Working Objectives and Coordination Scope

EAC’s stated objectives cover eight fields: research on urban trees, tree planting in urban conditions, education and training in arboriculture, safe working practices with pruning tools and chainsaws, tree management, disease and pest control, and the harmonisation of tree care procedures across Europe. The Council does not employ tree workers directly; instead, it coordinates national member associations and certification centres that deliver training, examinations and safety guidance on the ground.

ETW and ETT Certification Schemes

The most visible EAC output is the European Tree Worker (ETW) and European Tree Technician (ETT) certification schemes. ETW was originally developed between 1996 and 1999 under the EU Leonardo da Vinci programme, with the goal of aligning tree-care qualifications across Europe. ETT is aimed at junior and middle management and supervisory roles; candidates must hold an ETW certificate or an equivalent national qualification plus at least three years of working experience in the green industry. Both schemes share a common European curriculum and each examination is supervised by an EAC-appointed international examiner. Certificates are mutually recognised across the 28 member countries.

Executive Committee, Working Groups and AGM

EAC is governed through three layers: an Executive Committee that handles day-to-day operations and external representation, a set of permanent Working Groups covering research, education, certification and urban tree topics, and the Annual General Meeting (AGM), the supreme decision-making body of national delegates. The 2020 AGM was held as a video conference due to the coronavirus pandemic; delegates from all member countries used the meeting to approve the EAC Code of Ethics, which sets out general conduct rules and specific guidance on harassment, work safety and conflicts of interest. In 2022 the Council marked its 30th anniversary with a commemorative brochure.

Code of Ethics and European City of the Trees

Alongside certification, EAC runs the European City of the Trees (ECOT) programme, which highlights urban tree management and public greening at the city scale. The EAC office is located in Haus der Landschaft, Bad Honnef, Germany, and works mainly in English and German; telephone numbers are listed on the Imprint page of the official website.
