历史沿革
Zentralverband Gartenbau e. V.（简称 ZVG，中文名「德国中央园艺协会」）成立于 1948 年。二战后，美、英、法三个占领区的园艺业者代表于 1948 年 4 月 17 日在柏林集会，商议筹建全国性园艺总会；同年 8 月 12 日，「德国水果、蔬菜和园艺联合会」（Verband des Deutschen Obst-, Gemüse- und Gartenbaus）在法兰克福举行成立大会。1951 年，机构更名为「德国水果、蔬菜和园艺中央联合会」（Zentralverband des deutschen Obst-, Gemüse- und Gartenbau），后简化成今天的「德国中央园艺协会」。协会徽标是带有绿叶元素的「Grünes G」（绿色 G）。
组织结构
ZVG 注册形式为 eingetragener Verein（注册协会），总部位于柏林 Claire-Waldoff-Straße 7，另在波恩 Bornheimer Str. 37 设有办公点。协会现任主席为 Eva Kähler-Theuerkauf（2024 年起，来自北莱茵-威斯特法伦州 Kempen），前任主席 Jürgen Mertz 的任期为 2012 至 2024 年。德国联邦议院 Lobbyregister（游说登记册）登记号为 R002805。横向组织方面，协会是 Deutscher Bauernverband（德国农民协会）的联系会员，会员单位涵盖各州园艺联合会（Gartenbau-Landesverbände）、联邦级专委会（Bundesfachverbände）及雇主协会（Arbeitsgemeinschaft der gärtnerischen Arbeitgeberverbände，AGA）。
主要职能
ZVG 同时是园艺业的行业组织与经济团体，定位是代表园艺企业在联邦政府、政党、其他职业团体及消费者面前的专业代言人。核心职责包括：在联邦与欧盟立法中维护园艺从业者和企业的经济利益与社会利益；协调全国范围的职业招聘宣传（品牌口号「Gärtner. Der Zukunft gewachsen.」）；参与塑造园艺职业教育的框架与内容，支持教学与研究；推动园艺技术、栽培技术与环保领域的发展；处理法律、税务、社会保险、经营与环境相关议题；通过会刊《ZVG Gartenbau Report》、新闻稿与协会网站向会员及公众通报行业动态。
会员构成
联邦层面的专委会及联合会负责 ZVG 各专业方向的具体业务，分为：联邦零售花艺联合会（BVE）、联邦观赏植物联合会（BVZ）、联邦墓园园艺师联合会（BdF）、蔬菜专业组（Bundesfachgruppe Gemüsebau）、果树专业组（Bundesfachgruppe Obstbau）。协会下设跨专业的法律、环境与教育三类 Fachreferate（专业参事）。培训端的 7 个 Fachrichtung（专业方向）为 Baumschule（苗圃）、Friedhofsgärtnerei（墓园园艺）、Garten- und Landschaftsbau（园林与景观营造）、Gemüsebau（蔬菜）、Staudengärtnerei（多年生草本）、Zierpflanzen（观赏植物），以及林业相关方向（Forst），由子网站 beruf-gaertner.de 协调招聘宣传与培训信息发布。
联邦园艺展与国际植物展
ZVG 是 Bundesgartenschau（联邦园艺展，简称 BUGA）与 Internationale Pflanzenmesse（埃森国际植物展，简称 IPM Essen）的理念赞助方。BUGA 由 1993 年成立的 Deutsche Bundesgartenschau-Gesellschaft mbH（DBG）负责执行，DBG 股东即为 ZVG、Bundesverband Garten-, Landschafts- und Sportplatzbau（BGL）与 Bund deutscher Baumschulen（BdB）三家行业协会；展会的保护人（Schirmherrschaft）由当任德国联邦总统担任，原则上两年一届，每十年一次升级为 IGA（Internationale Gartenbauausstellung，国际园艺展）。教育延伸方面，ZVG 体系内的 Bildungsstätte Gartenbau（园艺教育中心）位于黑森州 Gießen 县 Grünberg，开设管理、园艺治疗、咨询与销售、植物知识与设计、花艺与青少年工作等方向的持续专业培训课程。
Historical Evolution
The Zentralverband Gartenbau e. V. (ZVG) was founded in 1948. After the Second World War, horticultural representatives from the American, British and French occupation zones met in Berlin on 17 April 1948 to plan a national federation; on 12 August 1948 the Verband des Deutschen Obst-, Gemüse- und Gartenbaus was formally constituted in Frankfurt am Main. The body was renamed Zentralverband des deutschen Obst-, Gemüse- und Gartenbau in 1951 and is today known as Zentralverband Gartenbau e. V. Its emblem is the stylised “Grünes G” (green G).
Organisational Structure
ZVG is a registered association (eingetragener Verein) headquartered at Claire-Waldoff-Straße 7 in Berlin, with a second office at Bornheimer Straße 37 in Bonn. Eva Kähler-Theuerkauf (from Kempen, North Rhine-Westphalia) has served as president since 2024, succeeding Jürgen Mertz, who held the post from 2012 to 2024. The federation is listed in the Lobbying Register of the German Bundestag under ID R002805 and is an associate member of the Deutscher Bauernverband (German Farmers’ Association). Its members comprise the regional Gartenbau-Landesverbände, federal specialist associations and the employers’ federation Arbeitsgemeinschaft der gärtnerischen Arbeitgeberverbände (AGA).
Main Functions
ZVG acts simultaneously as a professional body and an industry association, representing horticultural enterprises vis-à-vis the federal government, parliament, political parties, other professional groups and consumers. Core tasks include safeguarding the economic and social interests of horticultural businesses in federal and EU legislation; coordinating nationwide recruitment campaigns under the slogan “Gärtner. Der Zukunft gewachsen.”; shaping the content and organisation of horticultural vocational training and supporting teaching and research; advancing technical, cultural and environmental development in horticulture; addressing legal, tax, social-security, business-management and environmental issues; and informing members and the public through the journal ZVG Gartenbau Report, the press service and the association website.
Membership Composition
Specialist work at federal level is carried out by the Bundesverband Einzelhandelsgärtner (BVE), the Bundesverband Zierpflanzen (BVZ), the Bund deutscher Friedhofsgärtner (BdF), the Bundesfachgruppe Gemüsebau and the Bundesfachgruppe Obstbau, alongside cross-sector Fachreferate for law, environment and education. The seven recognised Fachrichtung (training specialisations) are Baumschule (nursery), Friedhofsgärtnerei (cemetery horticulture), Garten- und Landschaftsbau (garden and landscape construction), Gemüsebau (vegetable production), Staudengärtnerei (perennial nursery), Zierpflanzen (ornamental plants) and Forst (forestry-related). Recruitment materials and apprenticeship information for young people are coordinated through the sub-site beruf-gaertner.de.
Bundesgartenschau and IPM Essen
ZVG is the ideological sponsor of both the Bundesgartenschau (BUGA) and the Internationale Pflanzenmesse (IPM) in Essen. Operational delivery of BUGA is handled by the Deutsche Bundesgartenschau-Gesellschaft mbH (DBG), founded in 1993 and jointly owned by ZVG, the Bundesverband Garten-, Landschafts- und Sportplatzbau (BGL) and the Bund deutscher Baumschulen (BdB). The patron (Schirmherrschaft) of each BUGA is the serving Federal President of Germany. The show is held biennially and is upgraded every ten years to an IGA (Internationale Gartenbauausstellung). The Bildungsstätte Gartenbau in Grünberg, Hesse — also within the ZVG orbit — runs continuing-education seminars covering management, garden therapy, advisory and sales work, plant knowledge and design, floristry and youth work.
