历史沿革
辽宁省风景园林协会于1989年在沈阳成立，曾用名辽宁省风景园林学会，2011年更为现名，是辽宁省内从事风景园林规划、设计、施工、养护、苗木生产和相关科研教育等企事业单位自愿组成的全省性行业组织，在辽宁省民政厅注册登记为具有法人资格的非营利性社会团体，获评辽宁省AAAA级社会组织。协会的业务主管单位为辽宁省住房和城乡建设厅，长期承担省级风景园林行业调研、政策咨询与团体标准制订的支撑职能，与辽宁省推进的城镇绿化、生态修复和国家园林城市创建工作直接相关。
组织架构
协会的最高权力机构为会员大会，秘书处常设于沈阳市浑南区。协会内设协会简介、协会章程、协会制度、数据平台、协会动态、通知公告、协会活动、发展研究、企业风采、协作交流、建设成果、精品展示、教育科技、供求信息、材料机械、苗木花卉、园林人才等业务板块，覆盖行业宣传、标准制订、人才培训、咨询服务、编辑出版、行业调研六大方向。协会公开联系电话、邮箱和秘书处地址，会员咨询及业务对接可通过协会秘书处办理，详细联系方式以协会官方网站公布为准。
主要职能
协会章程明确了七大业务范围：研究探讨行业发展的理论与经济技术政策；参与制定行业规划、技术标准和科技成果鉴定；组织学术交流、人才培训和咨询服务；编辑出版书刊，发布行业动态与病虫害预警；维护会员合法权益，维持市场秩序，促进公平竞争；协调会员之间、会员与上下游以及消费者之间涉及经营活动的争议；承担政府职能部门授权、委托的其他事项。协会发布的《园林植保》行业期刊按年度编排，2026年已出至第7期，重点通报淡剑贪夜蛾、美国白蛾、芳香木蠹蛾等园林有害生物的最新发生情况与防治建议。
会员构成
协会现有会员单位覆盖风景园林规划、设计、施工、养护、苗木生产、科研教育等全产业链，会员以省内持有效资质的企事业单位为主，个人会员为行业内具有较大影响力的专家与管理人员。会员按业务领域划分为规划咨询、设计创作、工程施工、养护管理、苗木花卉、机械材料、教育科研七个方向。入会程序包括提交申请书、由2名以上会员介绍、提交有关证明材料、经理事会讨论通过后颁发会员证。会费按会员单位等级分档收取，具体标准以协会章程和当年通知为准，分支机构、代表机构不单独制定会费标准，不重复收取。
行业服务
协会围绕风景园林产业链开展多项常态化服务：转发住房城乡建设部、国家林业和草原局等上级部门的政策文件，组织会员学习；组织优秀园林设计、优秀园林工程、辽宁园林大师、园林工匠等行业评选，树立行业标杆；开展辽宁风景园林行业诚信示范企业评定、优秀论文和优秀会员单位评选，维护行业信誉；与兄弟省市风景园林学会、行业协会开展交流座谈，组织会员参加中国风景园林学会年会及省级研讨会；承接会员企业信用评定、技术咨询、专家库建设等专业工作。协会积极推动行业自律，鼓励会员参与社会公益事业，承担社会责任。
Historical Evolution
The Liaoning Landscape Architecture Association (LLAA) was founded in 1989 in Shenyang, Liaoning province, originally under the name Liaoning Society of Landscape Architecture, before adopting its present name in 2011. It is a province-wide, voluntary association of enterprises and institutions engaged in landscape planning, design, construction, maintenance, nursery stock production and related scientific research or education in Liaoning. The association is registered with the Liaoning Provincial Department of Civil Affairs as a legal non-profit social organisation, has been graded 4A by the same authority, and operates under the guidance of the Liaoning Provincial Department of Housing and Urban-Rural Development. Its establishment is closely tied to Liaoning’s urban greening, ecological restoration and National Garden City certification programmes, and it has long provided provincial-level industry research, policy advisory and standards-setting support.
Organisational Structure
The supreme decision-making body is the General Assembly of Members, with the Secretariat permanently located in Hunnan District, Shenyang. The association maintains a wide portfolio of operational sections covering association governance (About, Charter, Rules, Data Platform), association news (Announcements, Activities), policy transmission (Policies and Regulations), industry information (Research, Enterprise Profiles, Collaboration, Construction Achievements, Showcase), education and technology, and a supply-demand catalogue (Materials and Machinery, Nursery Stock and Flowers, Landscape Talents). The association publishes a contact phone line, email address and Secretariat address on its official website; member enquiries and business liaison are handled through the Secretariat, with detailed contact information governed by the data published on the official site.
Main Functions
The association’s Charter defines seven statutory business areas: researching industry development theory and economic-technical policy; participating in industry planning, technical standards and the appraisal of scientific and technological achievements; organising academic exchange, talent training and consulting services; editing and publishing periodicals, including industry news and pest alerts; safeguarding the lawful rights of members and maintaining orderly, fair competition; mediating disputes between members, between members and upstream or downstream counterparts, and between members and consumers; and undertaking other matters authorised or entrusted by government functional departments. The association’s industry journal Landscape Plant Protection has reached its seventh issue in 2026, with each issue highlighting the latest occurrence and control recommendations for key urban-forest pests such as Spodoptera depravata, Hyphantria cunea and Cossus cossus.
Membership Composition
The association’s members span the full landscape architecture value chain across Liaoning, including planning consultancies, design studios, construction contractors, maintenance firms, nursery stock producers and scientific research or education institutions. Members are mainly enterprise and institutional members holding valid qualifications in the province, supplemented by individual experts and managers of significant influence in the industry. Members are categorised into seven professional directions: planning consultation, design, construction, maintenance, nursery stock and flowers, machinery and materials, and education or research. The admission procedure requires a written application, introductions by two or more existing members, supporting qualification documents, and approval by the Council before a membership certificate is issued. Membership dues are charged on a tiered basis in accordance with the Charter and the annual notice; branch and representative bodies do not set separate fee schedules and do not levy duplicate fees.
Industry Services
The association delivers a range of recurring services along the landscape value chain: relaying policy documents from higher authorities such as the Ministry of Housing and Urban-Rural Development and the National Forestry and Grassland Administration to members for collective study; organising annual industry awards including Outstanding Landscape Design, Outstanding Landscape Project, Liaoning Landscape Master and Landscape Craftsman to set benchmarks for the profession; conducting credit and integrity assessments, outstanding paper and outstanding member-unit recognition to safeguard industry reputation; hosting exchange forums with sister provincial landscape societies and industry associations, and coordinating member participation in the Chinese Society of Landscape Architecture annual conference and provincial workshops; and undertaking member credit assessments, technical advisory work and expert database construction on behalf of members. The association actively promotes industry self-discipline, encourages member participation in public welfare undertakings, and fulfils its social responsibility.
