Historical Evolution

The National Garden Bureau (NGB) was founded in 1920 by James H. Burdett, a newspaper journalist who also served as an advertising manager for a seed company. Conceived in the wake of World War I, the Bureau addressed the suburban demand for practical backyard gardening instruction. Leveraging his dual perspective on media and the seed trade, Burdett pioneered the idea of mobilizing horticultural writers and broadcasters as mass educators, establishing NGB as the marketing arm of the gardening industry from its earliest years.

Mission and Organization

NGB is a 501(c)(6) non-profit organization operating under the long-standing slogan “We Grow Gardeners.” Its mission is to educate, inspire, and motivate people to use more garden seeds, plants, and products in homes, gardens, and workplaces. Governance rests with an eight-to-twelve-member Board of Directors serving staggered three-year terms, while a small permanent team manages executive leadership, marketing and membership, AAS trials and display gardens, surveys and finance, and event administration. Members are experienced companies in the horticultural trade.

Core Programs

Each year NGB designates five “Year of the” crops covering annuals, perennials, bulbs, edibles, and houseplants. The organization also operates All-America Selections (AAS), the most respected new-cultivar trial network in North America. Beyond these signature programs, NGB publishes cultivar profiles, combination-planting ideas, garden product updates, and short “Quick Garden Tip” videos, while reopening the Victory Garden 2.0 conversation and offering therapeutic-garden grants to community projects.

Historical Milestones

During World War II, NGB supported the federal Victory Gardens campaign through “Beauty and Abundance in Your Garden” annual posters and outreach materials, and in 1943 Burdett’s Victory Garden Manual was published to guide home gardeners. The postwar era brought a shift toward community beautification and the training of gardening communicators, leading to NGB’s incorporation as a not-for-profit organization. In March 2020, the Bureau relaunched the Victory Garden concept during the COVID-19 pandemic, coinciding with its centennial.
