美国 康奈尔大学农药管理教育计划(Pesticide Management Education Program,简称 PMEP)由康奈尔合作推广与农业与生命科学学院共同主持,是面向纽约州及全美农药喷洒员、监管机构与公众的农药安全教育与信息服务中心。PMEP 下设两个子项目:农药安全教育子项目提供培训与认证教材,农药销售使用报告数据库子项目代纽约州环境保护部管理 1996 年农药报告法以来的全州农药数据。

合作伙伴网络与年度活动

PMEP 与纽约州综合害虫管理项目、纽约州环境保护局农药管理局、纽约州农业与市场部、康奈尔传粉者网络、康奈尔食品安全研究所及东北地区虫媒疾病卓越中心等机构长期合作。项目团队定期在全美农药安全教育者协会年会、东北综合害虫管理中心多元化系列研讨会及美国环保署培训教材开发培训课程中发表演讲与培训教材开发经验。


The Cornell University Pesticide Management Education Program (PMEP), jointly administered by Cornell Cooperative Extension and the College of Agriculture and Life Sciences, serves as the pesticide safety education and information hub for applicators, regulators, and the public across New York State and the broader United States. PMEP encompasses two sister projects: the Pesticide Safety Education Program for training and certification, and the Pesticide Sales and Use Reporting database for managing statewide pesticide data under the New York State Department of Environmental Conservation (NYSDEC) Pesticide Reporting Law of 1996.

History and Organizational Affiliation

PMEP was launched in the early 1980s as a joint initiative of Cornell Cooperative Extension and the College of Agriculture and Life Sciences, and has operated continuously for over forty years. As one of the earliest programs under the USDA national framework for pesticide safety education, CCE-PSEP holds federal authorization to coordinate certification training, recertification, and exam preparation for more than 25,000 certified pesticide applicators throughout New York State in partnership with NYSDEC.

Core Responsibilities and Certification System

PMEP fulfills four primary responsibilities: developing NYSDEC Pesticide Applicator Certification Training Manuals; delivering in-person, webinar, and on-demand recertification courses; publishing the Cornell Crop and Pest Management Guidelines series; and responding to inquiries from applicators, researchers, and the general public. The online recertification curriculum, hosted through the CCE-PSEP Distance Learning Center, spans specialized tracks such as food processing pest management, structural pest control, and right-of-way category 6 pesticide training.

Educational Resources and Publications

Through CCE-PSEP, PMEP distributes a bilingual fact sheet series covering topics including What Is a Pesticide, Hazard vs Risk, Pesticide Registration, How to Select a Pesticide Product, Home Remedies to Control Pests, and Who Can Apply Pesticides in Schools, with English and Spanish versions available. Certification manuals and Crop and Pest Management Guidelines are sold through The Cornell Store and cover nine commodity areas including field crops, berries, grapes, greenhouse and herbaceous ornamentals, hops, tree fruit, trees and shrubs, vegetables, and residential pest management.

Collaborator Network and Annual Activities

PMEP maintains long-standing partnerships with the New York State Integrated Pest Management Program (NYSIPM), the NYSDEC Bureau of Pesticides, the New York State Department of Agriculture and Markets, the Pollinator Network at Cornell, the Institute for Food Safety at Cornell University, and the Northeast Regional Center for Excellence in Vector-Borne Diseases. Program staff regularly present at the American Association of Pesticide Safety Educators annual meeting, the Northeast IPM Center DEIJ webinar series, and EPA PREP training courses on topics such as manual development, exam authoring, and multilingual materials translation.
