历史沿革与机构定位

中国植物园联合保护计划(ICCBG,前身 2013 年成立的中国植物园联盟)是在中国科学院、国家林业和草原局、住房和城乡建设部及生态环境部共同支持下,由中科院植物园工作委员会联合中国植物学会植物园分会、中国公园协会植物园工作委员会、中国野生植物保护协会迁地保护委员会、中国环境科学学会植物环境与多样性专业委员会、中国生物多样性保护与绿色发展基金会植物园工作委员会以及东亚植物园网络共同倡议发起,定位为我国植物园、树木园与药用植物园之间开展战略合作的公益性协调管理机制。2022 年 8 月 30 日「中国植物园联盟」正式更名为「中国植物园联合保护计划」,办公地点设在中国科学院西双版纳热带植物园。

组织架构与成员网络

联合保护计划设立理事会、理事长会议、秘书处与办公室等治理结构,2019 年 4 月 25 日召开第二次成员代表大会。截至 2024 年公示的成员风采名录共收录 127 家植物园,覆盖北京、上海、天津、重庆、江苏、浙江等 32 个省级行政区,包括中国科学院西双版纳热带植物园、秦岭国家植物园、南京中山植物园、上海辰山植物园、华南国家植物园、北京植物园、深圳仙湖植物园、庐山植物园、吐鲁番沙漠植物园、桂林植物园等核心机构,以及嘉道理农场暨植物园、爱丁堡皇家植物园、英国皇家植物园邱园、密苏里植物园、芝加哥植物园、纽约植物园、长木植物园、仙童热带植物园等国际合作伙伴。

主要任务与项目体系

联合保护计划下设四大主要任务板块:本土植物全覆盖保护(试点)计划、植物园建设标准与规范、植物园科学知识普及、植物园发展能力建设。第 Ⅰ 期本土植物全覆盖保护(2013-2016)由西双版纳热带植物园、昆明植物园、桂林植物园、武汉植物园、南京中山植物园、沈阳树木园、植物所北京植物园与吐鲁番沙漠植物园 8 家牵头,第 Ⅱ 期(2017-2019)扩展至 14 个牵头单位,新增华南植物园、庐山植物园、秦岭国家植物园、福州植物园、湖南省森林植物园与重庆南山植物园,分别承担对应地区本土植物受威胁等级评估、野外调查、迁地保护、就地保护与科普教育。

科研进展与平台建设

联合保护计划主导的「中国植物园信息管理系统(PIMS)」小程序于 2020 年 8 月 10 日上线 V1.0;「世界植物图片搜索引擎」于 2020 年 5 月 12 日上线,2022 年入选《2022 携手构建网络空间命运共同体实践案例集》并配套「国外植物图像识别系统」于同年 11 月 3 日启用;2019 年 11 月「中国植物园标准体系」正式成书出版;2017 年 7 月 25 日 CUBG 与国际植物园保护联盟(BGCI)签署合作备忘录,2018 年 11 月「中国本土植物全覆盖保护数据」正式开放查询,形成贯通国家植物园体系的数据底座。

能力建设与国际影响

联合保护计划在 2014-2023 年间累计举办 30 余期专业培训班,覆盖植物分类与鉴定、环境教育研究与实践、园林园艺与景观建设、活植物收集与迁地保育管理、植物园解说系统等方向。2022 年 8 月 30 日更名为中国植物园联合保护计划后,2026 年 7 月 3 日由中科院西双版纳热带植物园等机构联合主办的热带生物学与保护协会年会在西双版纳开幕并发布《西双版纳宣言》,由国务院批准设立的上海辰山国家植物园同期落地,进一步把本土植物迁地保护与全国植物园协同推进到跨机构、跨平台、跨国际合作新阶段。


Founding and Institutional Position

The Initiative for Collective Conservation in Chinese Botanical Gardens (ICCBG), known as CUBG before August 30 2022, was jointly proposed by the CAS Committee on Botanical Gardens together with the Botanical Garden Branch of the Botanical Society of China, the Botanical Garden Committee of China Park Association, the Ex Situ Conservation Committee of the China Wild Plant Conservation Association, the Plant Environment and Biodiversity Committee of the Chinese Society for Environmental Sciences, the Botanical Garden Committee of the China Biodiversity Conservation and Green Development Foundation and the East Asia Botanic Gardens Network, with backing from the Chinese Academy of Sciences, the National Forestry and Grassland Administration, the Ministry of Housing and Urban Rural Development and the Ministry of Ecology and Environment. The initiative serves as a public welfare coordination mechanism for strategic cooperation among Chinese botanical gardens, arboreta and medicinal plant gardens.

Governance and Member Network

ICCBG operates a council, chair meetings, a secretariat and an office, with the second member representative conference convened on April 25 2019. The official member roster published in 2024 lists 127 botanical gardens across 32 provincial level regions, including core institutions such as the Chinese Academy of Sciences Xishuangbanna Tropical Botanical Garden, Qinling National Botanical Garden, Nanjing Sun Yat sen Memorial Botanical Garden, Shanghai Chenshan Botanical Garden, South China National Botanical Garden, Beijing Botanical Garden, Shenzhen Fairy Lake Botanical Garden, Lushan Botanical Garden, Turpan Desert Botanical Garden and Guilin Botanical Garden, alongside international partners including Kadoorie Farm and Botanic Garden, Royal Botanic Garden Edinburgh, Royal Botanic Gardens Kew, Missouri Botanical Garden, Chicago Botanic Garden, New York Botanical Garden, Longwood Gardens and Fairchild Tropical Botanic Garden.

Main Tasks and Project Portfolio

The initiative organises its work under four priority tracks: the Native Plant Full Coverage Conservation Pilot Programme, Botanical Garden Standards and Specifications, Botanical Garden Public Science Education, and Botanical Garden Capacity Development. Phase I of the Native Plant Full Coverage Conservation Pilot ran from 2013 to 2016 and was led by eight pilot gardens including Xishuangbanna Tropical Botanical Garden, Kunming Botanical Garden, Guilin Botanical Garden, Wuhan Botanical Garden, Nanjing Sun Yat sen Memorial Botanical Garden, Shenyang Arboretum, Institute of Botany Beijing Botanical Garden and Turpan Desert Botanical Garden. Phase II from 2017 to 2019 expanded the lead institutions to 14 by adding South China Botanical Garden, Lushan Botanical Garden, Qinling National Botanical Garden, Fuzhou Botanical Garden, Hunan Provincial Forest Botanical Garden and Chongqing Nanshan Botanical Garden to coordinate regional threat assessments, field surveys, ex situ and in situ conservation and science outreach.

Research Progress and Information Platforms

The Chinese Botanical Garden Information Management System (PIMS) mini programme reached V1.0 on August 10 2020. The World Plant Image Search Engine went live on May 12 2020 and was included in the 2022 Practice Cases for Building a Community with a Shared Future in Cyberspace, with the Foreign Plant Image Recognition System launched on November 3 2022. The Chinese Botanical Garden Standards System was published as a book in November 2019. A cooperation memorandum was signed with Botanic Gardens Conservation International on July 25 2017. The Native Plant Full Coverage Conservation data set was opened to public query in November 2018, providing a shared data backbone for the national botanical garden system.

Capacity Building and International Engagement

From 2014 to 2023 the initiative organised more than 30 specialised training sessions covering plant taxonomy and identification, environmental education research and practice, landscape horticulture, living collection management and ex situ conservation, as well as garden interpretation systems. After the August 30 2022 renaming to the Initiative for Collective Conservation in Chinese Botanical Gardens, the Association for Tropical Biology and Conservation annual meeting co hosted by the CAS Xishuangbanna Tropical Botanical Garden opened in Xishuangbanna on July 3 2026 with the Xishuangbanna Declaration, while the Shanghai Chenshan National Botanical Garden approved by the State Council came into operation in the same period, pushing native plant ex situ conservation and botanical garden coordination to a new stage of cross institutional, cross platform and cross border collaboration.
