
组织性质与定位
欧洲和地中海植物保护组织(European and Mediterranean Plant Protection Organization,缩写 EPPO)成立于 1951 年 4 月 18 日,是由 15 个欧洲创始成员国在巴黎签署公约建立的政府间组织。根据《国际植物保护公约》(IPPC 公约)第 IX 条,EPPO 是欧洲与地中海区域被正式承认的区域性植物保护组织(RPPO),在全球植物健康事务中代表各成员国政府的集体立场。
发展历程与规模
EPPO 创立时共有 15 个创始成员国,随着中东欧、北非与中亚国家的陆续加入,目前已发展为覆盖欧洲、中亚与地中海沿岸的 52 个成员国区域植物保护政府间组织。1971 年起,EPPO 设立官方期刊《Bulletin OEPP/EPPO Bulletin》;1998 年首版官方网站上线,2014 年发布 EPPO Global Database 数据库,整合有害生物分布、寄主植物、检疫法规等多源数据,为各成员国国家植物保护组织(NPPO)提供决策支持。
职能与主要活动
根据 EPPO 公约,组织的核心职能涵盖五个方向:一是保护农业、林业及非栽培环境中的植物健康;二是制定防止有害生物(包括入侵性外来植物)传入与扩散的国际战略;三是推进植物检疫法规与植物保护产品领域的协调统一;四是促进安全、有效且现代的有害生物控制方法的使用;五是建设植物保护信息与文献服务体系。围绕这些职能,EPPO 设立了两个工作组(植物检疫措施工作组、植物保护产品工作组)以及 20 多个专家组与专家组会议,制定植物检疫措施区域标准(EPPO Standards)。
治理结构与组织管理
EPPO 的最高决策机构是由全部成员国代表组成的理事会,每年 9 月在巴黎召开例会,决定组织政策与年度预算;理事会下设执行委员会,由 7 个轮值成员国代表组成,每半年举行一次会议,负责具体财务与技术事务。EPPO 设秘书处,由总干事领导,目前由 Ms Olga TIKKA 担任总干事。理事会主席由 Mr Lieven VAN HERZELE(比利时)担任,副主席由 Mr Sultan-Makhmud SULTANOV(乌兹别克斯坦)担任,两职位均以个人身份当选。技术工作由各成员国 NPPO 提名的专家在工作组与专家组层面承担。
合作网络与国际影响
EPPO 同时托管两个区域性合作网络:自 2014 年起托管 Euphresco——一个由各成员国国家植物保护组织(NPPO)和研究机构组成的植物健康研究资助与协调网络;自 2015 年起托管 European Minor Uses Coordination Facility(欧洲小宗用途协调设施,MUCF),旨在填补欧盟范围内小宗用途植物保护产品的供应空白。除 IPPC 秘书处与各区域植物保护组织的协调外,EPPO 还与世界贸易组织(WTO)、联合国粮农组织(FAO)及其下属机构保持密切协作,输出其在植物健康领域的技术规范与政策经验。
About EPPO and its role
The European and Mediterranean Plant Protection Organization (EPPO) is an intergovernmental organization established on 18 April 1951 under the International Plant Protection Convention (IPPC, Article IX) and is the recognized Regional Plant Protection Organization (RPPO) for the Euro-Mediterranean region. Founded by 15 European member countries and now comprising 52 member governments, EPPO represents its members in global plant-health affairs within the IPPC framework coordinated by the FAO.
History and development
From the original 15 signatories — Austria, Belgium, Denmark, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, Switzerland, the United Kingdom, and Yugoslavia — and the early admission of additional European countries (Norway 1955) and North African states (Tunisia 1955), EPPO has grown steadily across Central and Eastern Europe, the Mediterranean basin, and Central Asia. The Official Journal of the Organization, the Bulletin OEPP/EPPO Bulletin, has been published since 1971. Since 1998 the public website and since 2014 the EPPO Global Database have made EPPO’s pest distribution, host plant, and phytosanitary regulation datasets openly accessible.
Objectives and core activities
EPPO’s mandate, set out in the EPPO Convention, is to support member governments in safeguarding plant health in agriculture, forestry, and the uncultivated environment; to develop an international strategy against the introduction and spread of pests including invasive alien plants; to encourage the harmonization of phytosanitary regulations; to promote modern, safe, and effective pest control methods; and to provide a documentation and information service on plant protection. In practice this means setting regional standards for phytosanitary measures and plant protection products, organizing technical meetings across the two Working Parties (Phytosanitary Regulations, Plant Protection Products), publishing EPPO Reporting Service articles, and maintaining the EPPO Global Database.
Governance and structure
The Council, composed of delegates from all 52 member countries, meets once a year in September and decides the policy and budget of the Organization. The Executive Committee, with delegates from 7 countries on a rotational basis plus the Chair and Vice-Chair, meets twice a year to prepare Council decisions. The current Chair is Mr Lieven VAN HERZELE (Belgium) and the Vice-Chair is Mr Sultan-Makhmud SULTANOV (Uzbekistan). A Secretariat in Paris, headed by Director-General Ms Olga TIKKA, supports the technical work delivered through the two Working Parties, more than 20 Panels, and Expert Working Groups whose members are nominated by member-country NPPOs.
Hosted networks and international reach
EPPO hosts two regional cooperation networks. Since 2014 it has hosted Euphresco, a network of NPPOs and research institutes funding and coordinating phytosanitary research, currently coordinated by Mr Baldissera GIOVANI. Since 2015 it has hosted the European Minor Uses Coordination Facility (MUCF), which helps EU farmers fill minor-use gaps for chemical and non-chemical plant protection products. Through these networks, its panel work, and its participation in IPPC and Technical Consultation among RPPOs, EPPO extends plant-health expertise throughout the Euro-Mediterranean region and into adjacent temperate zones.
