历史沿革与园区规模
加拿大 HCP 植物园位于加拿大不列颠哥伦比亚省萨尼奇地区，距维多利亚市中心以北约 12 公里，园区整体面积约 42 公顷（约合 103 英亩），其中由公众可访问的展示花园约 30 处，加上约 103 英亩的自然保护地（Conservation Park），构成兼具植物展示、生态保育与户外教学的完整场地。机构正式对外开放始于 1983 年，前身为 Glendale Gardens & Woodland；1987 年又在其基础上设立经认证的太平洋园艺学院，开始面向公众提供专业园艺培训。如今，植物园由志愿者、工作人员与学院学生共同照护，致力于在太平洋西海岸温和的海洋性气候下展示适合本土环境的多年生植物与园艺技艺。

园内分布的 30 处主题花园按植物类型、栽培理念与生态功能划分，Winter Garden（冬季花园）、日本风格的 Takata Garden、Zen Garden、Rhododendron Garden（杜鹃花园）与 Heather Garden（欧石楠花园）以观赏季相为主题；Lilium 花园、Herb Garden（草本园）、Cutting Garden（切花园）与 Kitchen Garden（厨房菜园）服务于采食与花艺实践；Native Plant Garden（原生植物园）、Alpine Meadow（高山草甸园）与 Conservation Park 串联湿地与小径，构成保育与展示并重的区域。盆景园、儿童花园（金科丽家庭花园）、Golden Cypress 园（彩叶针叶区）与蔬菜园面向不同年龄访客，相邻的 W̱SÁNEĆ Ethnobotany Trail 串联湿地与小径，将原住民传统植物知识与现代园艺展示相结合，使园区全年皆可作为社区景观和教学场景使用。
太平洋园艺学院与教育项目
植物园同时是经认证的太平洋园艺学院（Pacific Horticulture College, PHC）所在地。该学院自 1987 年起办学，是不列颠哥伦比亚省内唯一的非营利私立园艺大专培训项目，受 Private Training Institutions Regulatory Unit（PTIRU）监管并持有正式教学证书，同时获得 SkilledTradesBC 认证。学院开设一年制 Landscape Horticulture Certificate 课程、园艺师学徒项目，以及面向在职从业者的短期进阶班与行业研讨；教学与园区实习深度结合，30 处示范花园和保育地本身就是学生日常作业的活教材。机构在周末与假期面向家庭、儿童与本地社区举办工作坊、社区园艺课堂与自然探索营，使植物园成为从儿童启蒙到职业培训的全年度园艺学习中心。
会员机制与公众活动
植物园由注册非营利协会运营，运营用地由萨尼奇区政府提供，会员会费、企业赞助与社会捐赠构成主要经费来源。会员可享受课程、植物销售、活动门票以及与本地合作机构的联动优惠，并可参与保护性管理与志愿者活动。机构全年向公众开放，举办 Spring Plant Sale、Mason Bee Festival 等季节性活动，以及园艺节、花展、孩童探索日与筹款晚宴。学生园艺师（Student Gardeners）、园艺学徒、志愿者讲解队与本地养蜂协会等多元社群长年参与园区维护，是维多利亚地区规模与影响力最大的社区花园之一。
组织治理与可持续使命
机构依照不列颠哥伦比亚省《社团法》（BC Society Act）设立并运营，治理主体为会员选举产生的董事会，负责制定战略方向并监督日常运作，整体财务与年度计划接受董事会与萨尼奇区政府监督。机构公开使命表述为「Connecting People with Plants」，强调植物与人、自然环境与社会福祉之间的连接，将园艺教育、生态保护与社区营造纳入长期目标。在植物保护层面，机构参与本地传粉昆虫保育工作，2020 年起与维多利亚园艺师协会（Victoria Master Gardener Association）合作安装独居蜂（mason bee）巢箱并开展公众教学；同时与萨尼奇原生植物推广项目（Saanich Native Plants）等本地伙伴合作推广本土植物。
History and Site Scale
The Horticulture Centre of the Pacific has welcomed visitors since 1983, when the property known today was first opened as Glendale Gardens & Woodland. The present-day site covers approximately 42 hectares (about 103 acres) in Saanich, British Columbia, about twelve kilometres north of central Victoria. Of this area, roughly thirty demonstration gardens are open to the public and the balance forms a conservation park of wetlands and second-growth woodland that links directly to the gardens. The accredited Pacific Horticulture College began operating on the same site in 1987. Volunteers, staff and college students now share responsibility for the daily care of the collections.
Garden Collection and Landscape Themes
The thirty themed gardens are organised by plant type, cultural tradition and ecological function. The Winter Garden, the Japanese-style Takata Garden, the Zen Garden, the Rhododendron Garden and the Heather Garden lead the ornamental seasonal displays, while the Lilium collection, the alpine meadow, the herb garden, the cutting garden and the kitchen garden focus on harvest and floristry. The native plant garden, the alpine meadow display and the surrounding Conservation Park present regionally appropriate flora in a managed landscape, joined by the W̱SÁNEĆ Ethnobotany Trail which interprets Indigenous plant knowledge from the surrounding region. Trails connecting the garden rooms pass through wetlands and second-growth woodland.
Pacific Horticulture College and Education
The accredited Pacific Horticulture College (PHC) has trained professional gardeners on this site since 1987. The college operates under the Private Training Institutions Regulatory Unit (PTIRU) of the British Columbia Ministry of Advanced Education and Skills Training and holds a designated training certificate; it is also recognised by SkilledTradesBC as a designated training provider. The flagship Landscape Horticulture Certificate program pairs classroom learning with practical rotations across the thirty demonstration gardens and the conservation park. Short courses, apprenticeship pathways and continuing-education workshops extend the same hands-on approach to working horticulturists, while weekend and holiday programming serves families, children and home gardeners.
Membership Programme and Public Events
As a registered not-for-profit society, the centre is sustained by individual memberships, corporate sponsorships and charitable donations. Membership benefits include course discounts, plant sale privileges, event admission offers and reciprocal arrangements with partner organisations. The site is open to visitors every day of the year and hosts seasonal festivals including the Spring Plant Sale and the Mason Bee Festival, alongside plant sales, family programming and an annual fundraising gala that supports both the gardens and the college. Student gardeners, horticultural apprentices, volunteer docents and partner beekeeping associations sustain year-round maintenance and public engagement.
Governance and Sustainability Mandate
The organisation is incorporated under the British Columbia Society Act and is governed by an elected volunteer board responsible for strategic direction, financial oversight and policy. The District of Saanich, which owns the underlying land, works with the society on long-term stewardship of the conservation site. The published mission, Connecting People with Plants, frames the gardens, the college and the community programmes as a single coordinated mandate linking horticulture, biodiversity and public education. Pollinator conservation is a focal activity: since 2020 the gardens have partnered with the Victoria Master Gardener Association on mason bee nesting infrastructure and public outreach, and collaborate with Saanich Native Plants to promote regionally appropriate species in private gardens.
