协会概况

中国城市园林绿化行业协会(英文名 China Urban Landscaping Industry Association,缩写 CULIA)经香港特区政府批准成立,是面向城市园林绿化行业的全国性团体平台。协会由从事城市园林绿地规划设计、承担园林绿化工程施工及养护管理、生产经营苗木花卉盆景草坪、以及提供相关技术咨询和培训服务的企业自愿组成,会员单位涵盖园林设计、施工、养护、苗木花卉、技术服务多个环节。日常运转依托设在 culia.org 的官方站点,协会介绍、公示公告、资质评定、信用评价、展览活动、政策法规、行业动态、工程招标、在线申报九大板块同时开放。

业务范畴与会员构成

协会的业务范畴围绕城市园林绿化全链条展开,主要包括四个方向:一是城市园林绿地的规划设计,包括公园、广场、道路和居住区绿地在内的各类城市绿化空间;二是园林绿化工程的施工及建成后的日常养护管理;三是苗木、花卉、盆景、草坪等绿化材料的繁育、生产和经营;四是面向行业的咨询、培训、技术服务。会员以企业为主体,会员单位依据主营业务在入会和资质申报时划分为园林绿化养护企业和设计企业两类。

资质评定与行业标准

资质评定板块负责发布和更新协会层面的园林绿化企业资质管理文件,目前收录的两份核心文本分别是《城市园林绿化企业资质评定管理办法(试行)》和《城市园林绿化企业资质等级标准(试行)》,均于 2021 年 4 月 1 日上线。信用评价板块则汇集各地主管部门推出的配套办法,覆盖天津、湖北、安徽、杭州、上海、太原、绍兴等地出台的园林绿化施工企业信用评价规则,与资质评定形成互补。

行业动态与政策传播

行业动态板块持续收录各地园林绿化一线进展,例如北京四环路绿化景观提升工程进度、邹城夏季养护、兰州重点林草工程建设、太原道路绿化修剪、通州区与市级园林部门座谈推进副中心绿化建设,以及无锡市政园林借助无人机「1+N」模式拓展低空经济在城市绿化治理中的应用。政策法规板块同步转载浙江湖州首部城市绿化管理办法、《陕西省自然教育基地管理办法(试行)》、中共中央办公厅和国务院办公厅关于加强生态环境分区管控的意见、《深化集体林权制度改革方案》等中央和地方文件。

入会流程与在线申报

有意加入协会或申请相关资质的企业需通过站点「在线申报」入口提交信息。申报表单要求填写企业名称、企业类型(园林绿化养护企业或设计企业)、社会信用代码、注册地址、成立时间、注册资本、法定代表人及联系方式、联系人和公司固定电话、联系人邮箱、公司主页等字段,提交前须确认阅读《申报须知》和《免责声明》。页面同时提供企业注册和资质查询两个子站入口,方便申报单位同步查询办理进度。


Association Overview

The China Urban Landscaping Industry Association (CULIA) is a national-level trade body for the urban landscaping sector, approved for establishment by the Government of the Hong Kong Special Administrative Region. Its members are enterprises engaged across the urban greening value chain: landscape design and planning firms, contractors and maintenance companies, growers and suppliers of nursery stock, flowers, bonsai and turf, as well as providers of consulting, training and technical services. The association runs its official website at culia.org with nine open sections covering association introduction, public notices, qualification assessment, credit evaluation, exhibitions, policy and regulations, industry news, project tenders and online applications.

Business Scope and Membership

The association’s mandate follows the full lifecycle of urban green spaces. It covers planning and design for parks, plazas, streetscapes and residential green areas; construction and ongoing maintenance of landscaping projects; production and trade of nursery plants, flowers, bonsai and turf; and technical consulting and training services for the industry. Member enterprises are organised by their primary business and are categorised in the application system as either landscaping maintenance companies or landscape design companies.

Qualification Assessment and Standards

The qualification section publishes and updates the association-level rules for landscaping enterprises. The two core documents currently hosted are the Administrative Measures for Qualification Assessment of Urban Landscaping Enterprises (Trial) and the Standard for Qualification Grades of Urban Landscaping Enterprises (Trial), both released on 1 April 2021. The credit evaluation section complements this by collecting local credit assessment rules issued by authorities in Tianjin, Hubei, Anhui, Hangzhou, Shanghai, Taiyuan, Shaoxing and other regions.

Industry News and Policy Outreach

The industry news section tracks ongoing greening projects across China, including the Beijing Fourth Ring Road landscape upgrade, summer maintenance work in Zoucheng, key forestry and grassland projects in Lanzhou, road greening pruning in Taiyuan, sub-centre greening coordination meetings between the Tongzhou District Bureau and the municipal gardening authority, and the use of UAV-based 1+N models by Wuxi municipal gardening teams. The policy section redistributes central and local documents such as Zhejiang Huzhou’s first urban greening management measures, the Shaanxi Natural Education Base Management Measures (Trial), the central guidance on ecological environment zoning control, and the plan for deepening reform of the collective forest tenure system.

Membership Application Process

Enterprises seeking to join the association or apply for relevant qualifications submit their information through the Online Application portal. The form requires company name, company type (landscaping maintenance or design), unified social credit code, registered address, date of establishment, registered capital, legal representative and contact details, primary contact with company phone, contact email and the company’s own website. Submitters must acknowledge the Application Notice and Disclaimer before the form can be completed. A separate enterprise registration subdomain and a qualification query subdomain are also linked from the same portal.
