北京清华同衡规划设计研究院有限公司是清华大学下属的全资国有企业，1993 年由原清华大学城市规划设计研究院发展而来，2000 年完成工商登记注册，2012 年由全民所有制改制为有限责任公司并更名为现名。依托清华大学多学科支撑与专家资源，清华同衡长期致力于区域发展研究、规划设计咨询与人居环境营造，参与国家部委办、各级政府和企事业机构的多类型政策研究与规划实践，是国内具有高校企业背景的规划设计智库之一。

Institutional Overview and Historical Evolution
Tsinghua Tongheng Urban Planning & Design Institute Co., Ltd. is a wholly state-owned enterprise under Tsinghua University. It traces its origins to the former Tsinghua University Urban Planning and Design Institute established in 1993, completed business registration in 2000, and was reorganized from a state-owned entity into a limited liability company in 2012 under its current name. Drawing on Tsinghua University’s multi-disciplinary expertise, the institute focuses on regional development research, planning and design consulting, and the creation of living environments, serving central government agencies, local governments, and a wide range of public and private clients.
Qualifications and Business Directions
The institute holds Class-A qualifications in urban and rural planning (territorial spatial planning), cultural heritage conservation engineering survey and design, landscape architecture engineering design, and building industry (architectural engineering) design, alongside Class-B credentials in land planning and engineering consulting, and has obtained quality, environmental, and occupational health and safety management system certifications. Its practice spans six major directions: spatial planning, heritage conservation, landscape and tourism, infrastructure, architectural design, and information and smart-city work, supported by more than 90 business departments and nine regional branch offices. Representative works include the Cultural Landscape of Old Tea Forests of the Jingmai Mountain in Pu’er (recognized by UNESCO-related programs), the Jingdezhen Pengjia Alley Compound (UNESCO Asia-Pacific Heritage Award of Excellence and German Design Award), the Minjiang River Estuary Wetland Conservation and Development Plan (IFLA AAPME Outstanding Award), the Baoding Shiguang Park Lighting Design (IES Award of Merit, Asian Lighting Design Award), and the Hangzhou Qianjiang New City Core Area Lighting Enhancement (Asian Lighting Design Award of Distinction), with continued planning services for the Xiongan New Area’s Zangang cluster.
