历史沿革
“欧洲景观建筑学院理事会”European Council of Landscape Architecture Schools（简称 ECLAS）的源头可追溯至欧洲风景园林教育的起点。1919 年第一个欧洲景观建筑本科项目在挪威设立，1929 年在德国柏林跟进开设相关课程。在英、德等多所景观建筑学校并存的欧洲国家，本国教育团体已有相当长历史：英国景观教育集团 BLEG 成立于 20 世纪 70 年代初，德国 Hochschulkonferenz Landschaft 则在 70 年代后期成形；丹麦、挪威、瑞典三国的景观学校之间一直保持定期的国际交流。1989 年柏林工业大学召开第一次泛欧景观建筑学校会议，1990 年维也纳跟进；1991 年瓦赫宁根正式确立”欧洲景观建筑学校会议”为常设年度活动。进入新千年后，活动范围超越年会本身，2000 年杜布罗夫尼克会议决定更名为 European Council of Landscape Architecture Schools，并将总部落在荷兰瓦赫宁根。2006 年根据荷兰法律注册为非营利会员组织，重新设计了标志与企业形象，同年创办《Journal of Landscape Architecture》（JoLA）学术期刊，2011 年由 Routledge / Taylor & Francis 接管出版，每年 3 期。
组织结构
理事会按荷兰非营利组织法律形式注册，会址位于荷兰瓦赫宁根。执行委员会由各成员国高校推选的代表组成，分别代表学术、研究与教学等岗位；执行委员会下设若干专项工作组，其中较活跃的是”院长联席组”——面向各学院院长、系主任与项目负责人搭建专门交流平台，自 2010 年伊斯坦布尔会议以来以非正式午餐会谈方式延续，2013 年罗马景观论坛后转为正式议题讨论。日常运营层面，理事会支持 JoLA 编辑部、博士研讨会系列、奖项评选委员会、出版合作团队以及 LE:NOTRE 学院（LNI）联系渠道。JoLA 编辑部由各成员学校推选的学者轮值担任共同编辑，出版事务与 Routledge / Taylor & Francis 合作。LE:NOTRE 学院于 2013 年成立，承担与相邻学科的交流职能，可视为 ECLAS 的国际事务分支。
主要职能
理事会的核心工作集中在五个方面。一是促进欧洲范围内景观建筑院校间的师生交换与课程共建，年度大会与博士研讨会是主要平台；二是在景观建筑课程设置与教学质量方面提供同行建议，支持新设项目的可行性论证；三是推动共同研究议程与协作研究项目，过去参与了欧盟文化基金支持的 Le:Notre 系列主题网络，2020 年又与 LE:NOTRE 学院、IFLA-Europe 共同启动 INNO-Land ERASMUS 项目，致力于推动”欧洲景观建筑共同训练框架”（CTF）建设；四是代表本学科在欧洲高等教育系统中发声，鼓励跨学科与国际视野；五是与同业专业组织建立对话，最紧密的合作对象是 IFLA-Europe，互派代表出席对方年会，并在欧洲景观公约事务中持续参与。理事会的代表性期刊《Journal of Landscape Architecture》是其向学界发声的另一途径。每年定期发布的奖项旨在表彰景观建筑研究与教学中的优秀工作，理事会的书籍出版计划还与 Routledge 合作，已陆续推出论文集与研究专著。
会员构成
理事会的正式会员主要由开设景观建筑教学与研究的高校院系组成，凡以景观建筑教学与研究为主要活动的大学部门、学院或独立项目均可申请加入。现有成员覆盖欧洲 30 多个国家，包括奥地利（Aalto、TU Wien）、比利时（KU Leuven、Erasmus Brussels、HOGENT）、丹麦（Aarhus School of Architecture、University of Copenhagen）、芬兰（Aalto University、Novia University of Applied Sciences、HAMK）、法国（Versailles、École Nationale Supérieure de la Nature et du Paysage、Bordeaux）、德国（TU Berlin、TU München、Hannover、Kassel、Dresden、Hochschule Anhalt、Hochschule Osnabrück、Hochschule Weihenstephan-Triesdorf 等多所）、荷兰（Wageningen）、挪威（NMBU）、瑞典（SLU）、英国（Edinburgh College of Art）、意大利（Politecnico di Milano、Politecnico di Torino、La Sapienza Roma）等。会员名单近年还扩展到部分欧洲以外的高校，包括智利（Universidad Central）、中国香港（香港大学园境建筑学部）、印度（CEPT University）、黎巴嫩、俄罗斯、新加坡等地的院校，反映出理事会国际合作网络的持续延伸。申请加入按”How to Join”页公开的流程办理，由执行委员会年度复核。
旗舰活动
年度大会（ECLAS Annual Conference）是理事会最重要的常态活动，自 1991 年瓦赫宁根起从未中断，由不同成员学校轮流主办，每年吸引逾 300 名学者、博士生与从业人员参加；近期会议包括 2024 年”再生景观”与 2025 年的”agriCULTURAL landscapes”主题。2026 年的会议定址 TU Delft，主题”TAKE CARE — Planetary Landscape Architecture”，2027 年的视觉景观论坛与学生竞赛已开放报名。另一旗舰是每年春天举行的 Landscape Forum，聚焦主办城市及其周边的景观议题，自 2012 年土耳其安塔利亚起办，先后在罗马、萨拉热窝等地举办。JoLA 出版、博士研讨会、ECLAS Awards 年度评选以及 ECLAS 书籍出版计划共同构成”会议—论坛—期刊—出版—奖项”五位一体的学术活动体系，并通过 LE:NOTRE 学院延续到景观公约与共同训练框架的国际层面。详见理事会的”edlas 教育指南”、《景观公约第 25 周年》专题以及 INNO-Land 项目页面。
Historical Evolution
The origins of the European Council of Landscape Architecture Schools (ECLAS) reach back to the beginnings of landscape architecture education in Europe. The first European landscape architecture programme was established in Norway in 1919, followed by a second course opened in Berlin in 1929. In countries where several landscape schools coexisted, national education bodies had already been operating for some time: the British Landscape Education Group in the early 1970s and the German Hochschulkonferenz Landschaft in the late 1970s, while Danish, Norwegian and Swedish schools had been holding regular Nordic meetings for many years.The first pan-European meeting was convened by Berlin Technical University in 1989 under the title Europäische Hochschulkonferenz Landschaft, followed by a Vienna meeting in 1990. The conference took its name at Wageningen in 1991, and the series of annual meetings has continued ever since. At Dubrovnik in 2000 the organisation extended its mandate beyond the annual meeting and adopted the title European Council of Landscape Architecture Schools. In 2006 ECLAS was incorporated as a not-for-profit member body under Dutch law, registered a new logo and corporate identity, and founded the Journal of Landscape Architecture (JoLA), which has been published by Routledge / Taylor & Francis since 2011 and now appears three times a year.
Organisational Structure
ECLAS is incorporated under Dutch law as a not-for-profit member organisation and is registered in Wageningen, the Netherlands. The Executive Committee is made up of representatives elected from the member institutions and is supported by a number of working groups; the most active of these is the Heads of Schools Group, which brings together deans, heads of department and programme leaders. First gathered informally at the 2010 Istanbul conference, the group grew into a regular feature and moved to a formal agenda at the Porto meeting in 2014, where the first Europe-wide survey of the academic discipline was carried out.Day-to-day activities are carried out by a small secretariat in Wageningen, working with the JoLA editorial team, the doctoral colloquium organisers, the ECLAS Awards jury, the Routledge book-projects editors and the LE:NOTRE Institute. JoLA operates through a rotating board of co-editors drawn from the membership, while the LE:NOTRE Institute, founded in 2013, acts as the body’s window for cooperation with neighbouring disciplines such as urban planning, environmental studies and the landscape professions.
Main Functions
ECLAS concentrates its work on five strands. The first is the exchange of staff and students and the joint development of courses among Europe’s landscape schools, with the annual conference and doctoral colloquium as its main venues. The second is to advise on curriculum design and teaching quality, including support for new programmes. The third is the development of common research agendas and joint projects, from the EU-funded Le:Notre thematic networks of the 2000s to the INNO-Land ERASMUS project launched in 2020 with the LE:NOTRE Institute and IFLA-Europe to build a Common Training Framework for Landscape Architecture in Europe.The fourth is the representation of landscape scholarship within the European higher-education system, encouraging interdisciplinary and international awareness. The fifth is dialogue with neighbouring professional and policy bodies, especially IFLA-Europe and the Council of Europe’s Landscape Convention. The Journal of Landscape Architecture remains the most visible channel of academic output, complemented by the annual ECLAS Awards, the Routledge book series and the LE:NOTRE Institute’s engagement with adjacent disciplines.
Membership Composition
Full membership is held by university departments and faculties where landscape architecture teaching and research is the main activity; any department, faculty or independent programme fitting this description may apply under the published How-to-Join procedure and is reviewed annually by the Executive Committee. The current membership covers more than thirty European countries, including Austria (BOKU Vienna, TU Wien), Belgium (KU Leuven, Erasmus Brussels, HOGENT), Denmark (Aarhus School of Architecture, University of Copenhagen), Finland (Aalto University, Novia, HAMK), France (Versailles, ENSNP Blois, Bordeaux), Germany (TU Berlin, TU München, Leibniz Universität Hannover, Kassel, TU Dresden, Anhalt, Osnabrück, Weihenstephan-Triesdorf, Nürtingen, Erfurt, Lippe and Höxter, Neubrandenburg and others), the Netherlands (Wageningen), Norway (NMBU), Sweden (SLU), the United Kingdom (Edinburgh College of Art) and Italy (Politecnico di Milano, Politecnico di Torino, La Sapienza Roma).In recent years the network has extended to a small number of institutions outside Europe, including the School of Landscape Architecture at the Universidad Central in Chile, the Division of Landscape Architecture at the University of Hong Kong, CEPT University in Ahmedabad, and member schools in Lebanon, Russia and Singapore. Flagship Activities
The ECLAS Annual Conference is the organisation’s most visible activity. Held every year since 1991 and hosted in rotation by a different member school, recent meetings have taken Regenerative Landscapes (2024) and agriCULTURAL Landscapes (2025) as their themes, with the 2026 conference due at TU Delft on the theme TAKE CARE — Planetary Landscape Architecture and the 2027 Visual Landscape Forum and Student Competition now open for registration.The Landscape Forum, held each spring since 2012 and focused on a host city and its surroundings, complements the conference circuit and has been staged in Antalya, Rome, Sarajevo and other cities. The Journal of Landscape Architecture, the doctoral colloquium held alongside the conference, the annual ECLAS Awards and the Routledge book-projects series together form a five-part academic programme that also reaches into landscape policy through the LE:NOTRE Institute’s work on the European Landscape Convention and the Common Training Framework.
